What the inspector wrote

On September 7, 2022 at 9:04 a.m. Licensing Program Analyst (LPA) Leilani Curtis conducted an unannounced case management inspection in reference to the licensee\342\200\231s request for a decrease in capacity and room removal. The licensee requests to decrease her capacity from 48 children to 24 children. Upon arrival LPA met with Director Christine Leo and proceeded to tour the facility. Also present were 17 children with 2 staff members. Appropriate ratio/capacity were observed. Staff members have the required clearances and are associated to the facility. The facility is currently licensed to use the Kindergarten Room and Daycare Room. The licensee requests to have the Daycare Room removed from its license. The facility will only use the Kindergarten Room for the preschool childcare program. The Kindergarten Room was previously measured to have 1,243.83 sq. ft. of indoor space which is large enough to accommodate 35 children. LPA observed that the classroom has age appropriate furnishings and equipment including tables, chairs, cubbies, napping cots/mat, bookshelves and other activity supplies for the children. The room appeared to be safe and free of hazards. Cleaning supplies and other toxic items are inaccessible to children through latches, locks and/or placed on high surfaces. There are two sinks and two toilets available for the children to use, which is enough to accommodate the requested capacity of 24 children. Drinking water is available. The children bring water bottles which are refilled via a filtered water dispenser. Medication and first aid supplies are located in the classroom in an area inaccessible to children. There is an operational carbon monoxide detector. The children bring their own snacks and lunches from home. The facility has extra snacks, which do not require refrigeration, for children who forget their own snacks and lunches. All required documents are posted. There is a sign-in sheet located next to the front door and the isolation area for ill children is located in the nurse\342\200\231s office. A fire clearance for 24 children was granted on 8/11/22. No deficiencies are cited. This facility provides Incidental Medical Services \342\200\223 IMS. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . The outdoor play space was previously measured and will accommodate the requested capacity. There is an approved waiver in place allowing the facility to share the elementary school playground at staggered times to ensure no commingling. The director states that no changes have been made to the outdoor playground. The playground is completely fenced, has canopies for shade, age appropriate play equipment, and sufficient cushioning (rubber chips) under climbing structures and/or swing sets. Drinking water is readily accessible via filtered bottle refilling stations. LPA obtained an updated Emergency Disaster Plan, LIC610. A license with a capacity of 24 children is granted effective 9/7/22. An updated license will be sent for posting. An exit interview was conducted and appeal rights (LIC 9058) were discussed with Director Leo. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. LPA observed Director post notice of site visit.
