What the inspector wrote

Witness interviews revealed during C1's behavioral incident, S1 first attempted to pick up C1 to remove C1 from an area where there was another child for the safety of both children. Additionally, it was revealed that S1 was unable to pick up C1 so S2 came to assist. It was revealed S2 picked up and removed C1 from the classroom as a preventative safety measure due to C1 flailing and screaming. LPA attempted to review classroom cameras that are normally recording, however AD informed LPA that the cameras had not been recording that day. Additional interviews revealed that in the past S1 and S2 have been seen to remove other children from situations by picking them up and also holding children. The interview with C1 did not reveal that C1 had been restrained or held. Furthermore, the witness interviews with other children were unable to corroborate the allegation. Based on conflicting statements, the allegation that staff restrained C1 in care may have occurred, however is not supported or proven by evidence. Therefore, the above allegation is unsubstantiated. A copy of this report, LIC 811 Confidential Names List and appeal rights were given and explained to Director Megan Eckert. A notice of visit will be given and must remain posted for 30 days.
