What the inspector wrote

On November 10, 2025, at 9:00 AM, Licensing Program Analysts (LPA), Oscar Picazo conducted an unannounced Annual/Random inspection and met with Director, Maria Enriquez, and Site Director,Dilva Garcia. LPA disclosed the purpose of the inspection and toured the facility; indoors and outdoors. LPA accompanied by the Director, toured the indoor and outdoor of the facility. This is a full day program which operates on a year round school year schedule. Days and hours of operation are Monday- Friday from 6:30 AM to 5:00 PM. Per the site director, Due to low enrollment, there are currently two (2) out of four (4) total classrooms in operation. The following ratios were observed: Classroom # 1: There were seven (7) children (age 4 -5 years) present with one (1) Lead teacher. Classroom # 2: There were eight (8) children (age 2-3 years) present with two (2) Lead teachers. Furniture and equipment are in good condition. Floors in the facility are clean and safe. There is sufficient napping equipment and meet regulatory requirements. All toilets and hand washing facilities are in safe and sanitary operating condition. Disinfectants, cleaning solutions, medications and other hazardous items were made inaccessible to children during time of inspection. Per the site director, there are no poisons used or stored within the facility. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents. Solid waste storage containers have tight fitting covers and are in good repair. The surface of the outdoor activity space is maintained in a safe condition and free of hazards. Playground equipment is in safe condition, free of sharp, loose and pointed parts and displays age restriction labels. Areas around high climbing equipment and slides have a soft rubber ground medium as cushioning material to absorb falls. Shade in the outdoor area is provided by trees and shade canopies. See LIC 809C Continuation... Facility has a carbon monoxide detector that meets statutory requirements. The last fire & disaster drill was conducted and documented on 8/07/2025. LPA observed facility uses water activity stations on hot days. Staff were advised to ensure that water stations are drained of all water immediately after each use. The site director stated that there are no swimming pools or other bodies of water on the premises and that there are no firearms, ammunition or other weapons allowed or stored on the premises. The facility provides breakfast, lunch and snack to the children. Menus are posted monthly. Drinking water is available both indoors and outdoors. Some children bring their own bottles. There are two (2) drinking stations in the playground area but staff provide filtered drinking water from a portable jug. The site director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Capacity and limitations as specified on the license are being maintained. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than eight (8) children in care. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility. Site Director, Dilva Garcia, CRP/First aide expires 12/2026. Mandated Reporter Training was taken on 04/16/2024. The name of the facility representative and the fully qualified teacher designated to act in the facility representative\342\200\231s absence has been reported to the Department. LPA reviewed facility sign in /sign out sheets and based on review, one (1) out of the 15 children in care was not signed in by the child's authorized representative. LPA informed the site supervisor of the importance of the children being properly signed in and out by their authorized representative while in care. Additionally, the site director was reminded that the person who signs the child in and out of the facility shall use their full legal signature and record the time of day. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. See LIC 809C Continuation... This facility provides Incidental Medical Services \342\200\223 IMS, however there are no children receiving services at this time. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . One type B deficiency was issued during this inspection per California Code of Regulations, Title 22, Division 12, Chapter 1. The deficiency is cited on the attached LIC 809D. Exit interview was conducted, the report was reviewed and a copy of this report was provided to the Director, Maria Enriquez. Licensee stated she understood.
