What the inspector wrote

--This is an amended document from the original-- On 9/22/25, Licensing Program Analyst (LPA) Saraliz Velando conducted an unannounced complaint visit for the purpose of delivering findings for a complaint received on 7/9/25 regarding the above allegations. LPA met with the Director, Bailey Bowman and toured the facility. There were 8 staff and 27 preschool children present. Appropriate ratios were observed. Staff members have the required background clearances and are associated with the facility. LPA Velando conducted staff interviews, parent interviews, collected pertinent documents, and reviewed facility files. Based on the information obtained during the investigation, there was corroborating evidence that proved staff yells at day care children and staff handles day care children in an inappropriate manner. There were staff and parents that witnessed both of the behaviors toward children. The preponderance of the evidence has been met and therefore, the above allegations are found to be SUBSTANTIATED. Type B violations were cited. Refer to the next page LIC 809-D for deficiency citations. The exit interview was conducted with Director, Bailey Bowman. Appeal Rights and a copy of the licensing report were provided. A notice of site visit was posted and must remain for 30 days.

    101223 Personal Rights:(a) The licensee shall ensure that each child is accorded the following personal rights: (3)To be free from… unusual punishment… humiliation, intimidation… or other actions of a punitive nature...This requirement was not met as evidenced by: Based on interviews conducted by LPA, a staff member (S1) yelled or spoke to children with a raised voice on multiple occasions and also grabbed a child to force them to do what was instructed. This poses a potential health, safety or personal rights risk to children in care.
