Inspector’s narrative

What the inspector wrote

It was disclosed that staff typically check on the sleeping babies when they complete the 15 minute sleep checks and that there are times where a staff member will stay in the nap room but will step out as needed. In regard to the allegation, that staff placed child in highchair due to being fussy, LPA Messerschmidt conducted pertinent interviews with staff and other parties involved and was able to corroborate this allegation. Based on interviews is was disclosed that when a baby gets extra fussy and the staff are busy they will place the child in the highchair with a teether to calm them down. Based on the information obtained during this investigation, it has been determined that although the allegations may have happened or is valid, there is enough evidence to prove that the alleged violations did occur. Therefore, the allegations are SUBSTANTIATED . An exit interview was conducted, and this report was reviewed with the Owner, Sally Chenoweth, and a copy was provided. Appeal rights were discussed and provided during the exit interview. A Notice of Site visit was given, Owner and Director understands that it must remain posted for 30 days.

This requirement was not met as evidenced by: Based on interviews it was disclosed that when a baby gets extra fussy and the staff are busy they will place the child in the highchair with a teether to calm them down. This is a potential risk to the health and safety of children in care.

  • RESPONSIBILITY FOR PROVIDING CARE AND SUPERVISION FOR INFANTS

    Responsibility for Providing Care and Supervision for Infants: (a) In addition to Section 101229, the following shall apply: (1) Each infant shall be constantly supervised and under direct visual observation and supervision by a staff person at all times. This requirement was not met as evidenced by, based on interviews it was disclosed that staff typically check on sleeping infant during 15 minute sleep checks and during the inspection on 1/25/24, LPA observed the infant room unsupervised. This is a potential risk to the health and safety of children in care.
