What the inspector wrote

On 08/27/2024 at 03:15pm, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Assistant Director Samantha Delia. Applicant is requesting to be licensed for 93 preschool children ages 2 to kindergarten in classrooms 104, 105, 106, 107 and adding room 205 located upstairs. Facility operates Monday to Friday from 7am to 5:30pm. Present during today’s inspection were 23 preschool children at the playground supervised by four staff members. All staff members have the required background clearances and are associated to the facility. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Assistant Director Samantha Delia that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour all the preschool classrooms and outdoor activity space. Total indoor activity space was previously measured to be 3332.15 square feet, which is sufficient to accommodate the requested capacity of 93 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms a Brita water pitcher and the water is from the filtered drinking fountain and the children has their own water bottles that they bring from home. LPA observed all hazardous items to be inaccessible to children. Assistant Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 08/08/2024. LPA observed a total of 11 sinks and 5 toilets downstairs and there are additional 10 toilets, 7 sinks and 1 urinal upstairs available for the preschool children. These are sufficient to accommodate the requested capacity of 93 preschool children. The facility currently has a fully fenced playground area. There is a wrought iron fencing that is at least four feet high. The total square footage for all the outdoor activity space was previously measured to be 5980.80 square feet, which is only sufficient to accommodate 79 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to the capacity increase. Shade is provided via a sail shade. The school age playground is off limit to the preschool children under this licensed facility. There are age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning. Drinking water is available via the children’s water bottles during outdoor activities. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The following corrections are needed prior to the issuance of the capacity increase for 93 preschool children. · Facility representative shall submit an updated outdoor playground waiver request per regulation 101238.2 Outdoor Activity space and obtain approval from the department. · Submit an updated parent handbook and admission agreement to reflect that the facility serves children ages 2 to kindergarten. Facility representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be withdraw. Notice of site visit must remain posted for 30 days.
