What the inspector wrote

On May 3, 2023 at 12:00 pm, Licensing Program Analyst (LPA) Jessica Rubio conducted a case management visit at Children's Paradise Oceanside (CCC) due to an unusual incident report received for an incident that was reported on 4/7/2023, reporting that child (C2) disclosed that they had been inappropriately touched in their private part by another child (C1) on an unknown date at the CCC. LPA met with and interviewed Director (AD) Lina Borja and conducted a tour of the facility. The interview revealed that the facility conducted an internal investigation into the alleged incident and found it to be true that C1 did touch C2 over their pants in their front genital area over C2's clothes. Interview revealed the incident occurred in the bathroom located in the classroom, where there are two stalls for children's use. Director stated that they met with parents of both C1 and C2 at separate times and also met with teachers to discuss the incident. Director stated they have put into place a new policy where only one child is allowed in the restroom at a time. The facility also filed a Child Protective Services report regarding the incident when they were made aware of it. LPA determined that there are no violations at this time. An exit interview was conducted, a copy of this report, LIC 811 (Confidential Names List) and appeal rights were reviewed with and provided to Director Lina Borja. A notice of site visit was also provided and must remain posted for 30 days.
