What the inspector wrote

On 08/05/2025 at 12:30PM, Licensing Program Analyst (LPA), Hanna Lucas, met with the Licensed Site Supervisor, Jessica Hernandez, and additional YMCA representatives, Stephanie Kohler, Morgan Watts, and Lucelyna Godwin for the purpose of an unannounced annual inspection and a request for an increase in capacity. There were zero children present at the facility, as the program is on summer break from June to August. The facility currently operates as an after-school program in 4 classrooms, Carrot, Avocado, Cucumber, and Tomato. LPA also evaluated two additional rooms for an increase request (Rosemary & Dill). This campus is shared with the Encinitas School District. LPA toured the facility. The rooms were clean and in a comfortable temperature during the visit. Adequate ventilation and heating are available. All required forms are posted on a bulletin board in the Avocado Room. The furniture, books, games, and toys are safe, and age appropriate. The large outdoor activity space is fully fenced with sufficient cushioning and adequate shade. Drinking water is available at all times, as staff ensures that each child has their own individual water bottle, which can be refilled by the water foundations. Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is in the Avocado classroom. The facility offers two afternoon snacks which are stored in the Avocado classroom refrigerator, which is clean and orderly. There is no expired or contaminated food present. The food has been stored separately from any chemicals or cleaning products. The menu is posted, changes are recorded, and the menu is stored for 30 days. Hand washing and toileting areas are in safe, sanitary, and operating condition. There are several staff present with current CPR and First Aid certification. Medications are stored in the Avocado classroom, inaccessible to children with all required documentation on file. The carbon monoxide detector and fire alarm in each classroom, are operational. The facility has a written disaster plan in place, and they have been conducting and documenting evacuation drills every six months. The last drill was conducted on 04/29/2025. The facility does transport school aged children. The facility ensures that staff members have a valid driver\342\200\231s license and follow California Highway Patrol guidelines. LPA reviewed sign in/out binder, a sample of personnel records and a sample of children's records. The facility uses work cell phones to communicate with parents. The Director was reminded that Mandated Reporter Training is to be retaken every two years and can be accessed at the following website: www.mandatedreporterca.com . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Director is advised to sign up for Quarterly Updates and Provider Information Notices (PINs) for one or more programs on our website: www.ccld.ca.gov . LPA measured Rosemary and Dill classrooms. The total square footage for the Rosemary classroom was 880 square feet. The total square footage for the Dill classroom was 880 square feet. The original request was for an increase in capacity to 160 but the space calculated is approved for 151. LPA requested Lucelyna Godwin to send in a new LIC200A with the approved capacity of 151. Once received, the increase in capacity request will be approved, and a new license will be sent for posting. The Exit interview conducted, and report was reviewed with the Licensed Site Supervisor, Jessica Hernandez. Appeal rights were provided and discussed. No deficiencies are cited. (1) Technical Violation Issued . NOTICE OF SITE VISIT WAS GIVEN AND WILL REMAIN POSTED FOR 30 DAYS.
