What the inspector wrote

On 9/20/23, at 8:00 AM Licensing Program Analyst (LPA) Annette Sutherland met with site supervisor Melanie Martinez and Director Shantrell Scott to conduct an unannounced inspection in reference to the above allegation. During today's visit, there were 7 children with 3 staff in 2 classrooms. During the investigation, LPA conducted interviews with Director and staff all of whom confirmed that the classrooms 102/105 fall below regulatory 68 degrees temperature at certain times of the day. The temperature has fluctuated since August 2023. Facility is currently having maintenance work on the temperature system to regulate the temperatures in the classrooms. The preponderance of evidence standard has been met; therefore, the above allegation is found to be Substantiated and a Type B citation under California Code of Regulations, (Title 22, Division 12 & Chapter 1) is being cited on the attached LIC 9099D. NOTICE OF SITE VISIT WAS GIVEN AND WILL REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

This requirement was not met as evidenced by… Based upon facility interviews with multiple parties, the licensee did not provide a comfortable room temperature for children in rooms 102/105. Classrooms 102/105 fall below regulatory 68 degrees temperature at certain times of the day which poses a potential health, safety, and personal rights risk to children in care.
