What the inspector wrote

On 03/30/2021 at 8:30am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with applicant, Patricia Strand and proceeded to tour the facility. Applicant is requesting a capacity of 54 preschool children (age 2 through 5 years). Applicant’s planned hours of operation are Monday - Friday 7:00am to 6:00pm. Classrooms were inspected and measured the following during this inspection: · Classroom 1: Preschool Class (age 2 – 5 years): measured 318.72 square feet · Classroom 2: Preschool Class (age 2 – 5 years): measured 271.60 square feet · Classroom 3: Preschool Class (age 2 – 5 years): measured 366.66 square feet · Classroom 4: Preschool Class (age 2 – 5 years): measured 118.26 square feet · Classroom 5: Preschool Class (age 2 – 5 years): measured 834.06 square feet The indoor space measured a total of 1909.31 square feet which is sufficient to accommodate the requested capacity of 54 preschool children. Classrooms are equipped with age appropriate furniture and napping equipment (mats), including tables, chairs, cubbies, bookshelves and other materials for children. There are a total of five (5) toilets and six (6) sinks available for use which is sufficient to accommodate the requested capacity of 54 preschool children. Drinking water is available in the classrooms via water jugs and disposable cups. There is a separate restroom for staff located next to the kitchen. The staff restroom is equipped with one (1) toilet and one (1) sink and will be utilized as an isolation restroom for children who are ill. The Director's office will be utilized for the isolation area if a child becomes is ill. Disinfectants and cleaning solutions are kept in an inaccessible cabinet in the kitchen. The kitchen currently includes one (1) sink, one (1) refrigerator with a freezer, one (1) microwave, storage space. The facility utilizes manual sign in and sign out sheets. Required documents are posted. There is an operational carbon monoxide detector. The outdoor activity space was inspected and measured a total of 13,619.92 square feet which is sufficient to accommodate 181 children. The outdoor spaces are fenced, have adequate shade by the use of trees and canopies. Applicant will add additional cushioning under and around play structures and slides on the outdoor activity space. The outdoor area outside classroom 5 is off limits and made inaccessible by the use of door locks. Drinking water is available outdoors via pitchers and disposable cups. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Incidental Medical Services (IMS) was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . Technical Assistance for COVID-19 guidelines was provided. LPA discussed and provided applicant with contact information for the SD Epidemiology Department, COVID-19 Guidance (July 2020), hand washing signs and COVID-19 postings and applicant completed the COVID-19 self-assessment, PIN 21-02-CCLD regarding Guardian was also provided. A Fire clearance was granted on 03/25/21 for 55 children (age 18 months – 5 years). Prior to licensure the following is needed: 1) A first aid kit with required supplies 2) Additional cushioning (sand) under play equipment 3) Trash containers with lids 4) Hanging/loose wires on outdoor activity area made inaccessible to children An exit interview was conducted with applicant Patricia Strand. The following reports were discussed and provided: LIC809, LIC809C and LIC9102TA. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after a final file review.
