What the inspector wrote

On 9/13/2021 at 2:00pm, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with Applicant, Blanca Brown and proceeded to tour the facility. Applicant is requesting a capacity of 30 preschool children age 2–5 years in The Einstein Room, Space Cadets Room, Jungle Cubs Room and the Multi-purpose Room. Applicant plans to operation year-round, Monday - Friday 7:00am – 5:30pm. Classrooms were inspected and measured the following during this inspection: · Einstein Room: Preschool children (age 3-4 years): measured 404.81 square feet · Space Cadets Room: Preschool children (age 3–4 years): measured 321.83 square feet · Multi-Purpose Room: Preschool children (age 2–5 years): measured 187.62 square feet · Jungle Cubs Room: Preschool children (age 2-3 years): measured 144.87 square feet The indoor space for preschool children measured a total of 1059.14 square feet which is sufficient to accommodate 30 preschool children. There are two (2) toilets and four (4) sinks which will accommodate the requested capacity of 30 preschool children. Classrooms are equipped with age appropriate furniture including cots and mats for napping, tables, chairs, cubbies, bookshelves and other materials for children. Applicant stated drinking water will be available inside and outside via water jugs and refillable water bottles brought from home. There is a separate restroom for staff located at the entrance of the facility across from the office. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children in the kitchen. Continued See LIC809C… The kitchen currently includes a sink and storage space. Applicant stated all snacks and meals for children will be provided by NHA. The facility utilizes manual sign in and sign out sheets. There is an operational carbon monoxide detector and a first aid kit available with required supplies. Required documents are posted. The outdoor activity space for preschool children was inspected and measured a total of 1024.5 square feet which is sufficient to accommodate 13 children at one time. Applicant stated she will submit a request for a waiver for children to share the outdoor area on a scheduled basis. The outdoor space is fully fenced. The outdoor space is currently under construction and applicant stated it will be ready for children’s use by 9/21/21. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov and PIN 21-02 CCLD regarding Guardian. A fire clearance was granted 9/3/2021. Prior to licensure the following is needed: · The kitchen to be complete with refrigerator and food supply and made inaccessible to children in care · The outdoor activity space to be safe for children · A waiver request submitted and approved for children to share the outdoor space on a scheduled basis · Updated employee handbook An exit interview was conducted with applicant, Blanca Brown and the following reports were discussed and provided: LIC809, LIC809C and LIC9102TA. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after a final file review.
