What the inspector wrote

On 8/19/22 at 8:00am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with Facility Representative, Danielle Cavanaugh and was led on a tour the facility. The preschool is located on the Village Elementary School campus in the PE Room. Applicant is requesting a capacity of 43 children (age 3 \342\200\223 5 years). Applicant\342\200\231s planned hours of operation are Monday - Friday 6:30am \342\200\223 5:30pm. The indoor space measured a total of 1520.13 square feet which is sufficient to accommodate 43 children. The classroom is equipped with age appropriate furniture and equipment including nap mats, tables, chairs, cubbies, bookshelves and other materials for children. There are seven (7) toilets and seven (7) sinks available for use, which is sufficient to accommodate the requested capacity. Facility is requesting a waiver to share the restrooms. Restrooms are located next to the PE Room and the outdoor activity space. Drinking water is available outdoors and indoors via water jugs and refillable water bottles brought from home. There is a separate restroom for staff located in the school office. The staff restroom will be utilized as an isolation restroom and there is an isolation area next to the director\342\200\231s desk for children who are ill. Disinfectants and cleaning solutions are kept inaccessible in a cabinet near the director\342\200\231s desk. The facility utilizes manual sign in and sign out sheets. Required documents are posted. There is a carbon monoxide detector that met requirements. The outdoor activity space was inspected and measured a total of 4155.47 square feet which is sufficient to accommodate the requested capacity. Facility is requesting a waiver to share the outdoor activity space. The outdoor space is fenced and shade is provided by the use of canopies. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Children are to be escorted by staff to and from the outdoor activity space. Continued See LIC809C\342\200\246 Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA and facility representative discussed water testing in child care centers and LPA provided an Effects of Lead Exposure flyer. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. A Fire clearance for 60 children (age 2 \342\200\223 5 years) was granted 7/5/22. Prior to licensure the following is needed: 1) Waiver approval to share outdoor activity space 2) Waiver approval to share restrooms 3) Covers placed on all wall electrical sockets 4) Director exception approval Exit interview was conducted with Facility Representative, Danielle Cavanaugh. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after a final file review.
