Pre-licensing visit·December 19, 2022

On 12/19/22 at 9:30am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. Upon arrival, LPA met with Applicant, Tannia Fajardo and was led on a tour of the facility. Applicant is requesting a capacity of 46 children (age 2-5 years) in classrooms 1, 2, 3, 4 and 5. Applicant’s planned hours of operation are Monday - Friday 7:30am – 5:00pm. The indoor space measured a total of 1,555.25 square feet which is sufficient to accommodate 44 children, however applicant is requesting a capacity of 46 children. Applicant will submit an updated LIC200A with a requested capacity of 44. Classrooms are equipped with age appropriate furniture and equipment including mats for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are five (5) toilets and six (6) sinks available for children’s use, which is sufficient to accommodate the requested capacity. Filtered drinking water is available outdoors and indoors via water jugs and refillable water bottles brought from home. There is a separate restroom for staff located next to the kitchen which will be utilized as an isolation restroom for children who are ill. The director’s office will be utilized for the isolation area if a child becomes is ill. Disinfectants and cleaning solutions are kept in an inaccessible cabinet in the kitchen. The kitchen includes one (1) sink, one (1) refrigerator with a freezer, one (1) microwave, one (1) stove and storage space. The facility utilizes the Pro-Care app for sign in/out. Required documents are posted. There is an operational carbon monoxide detector. The outdoor activity spaces for preschool children were inspected and measured a total of 3,428 square feet which is sufficient to accommodate 45 children. The outdoor spaces are fenced and shade is provided by the use of a tree, a canopy and shade sails. There is rubber cushioning under high climbing equipment and slides to absorb falls. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Continued See LIC809C… Applicant stated there are no bodies of water and LPA did not observe any bodies of water. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed the LIC311A with the applicant. LPA provided resources and 21-21-CCP regarding testing of water. Applicant was reminded that water must be tested for lead within 180 days of licensure. A fire clearance for 46 children (age 2 – 5 years) was granted 10/18/22. Prior to licensure the following is needed: 1) Updated LIC200A with requested capacity updated 2) Submit proof of signs on classrooms with room numbers Exit interview was conducted with Applicant, Tannia Fajardo. Once the listed requirements have been met and proof submitted to CCL a license may be granted after a final file review.
