What the inspector wrote

This is an amended version of the original report created on 01/09/2023. On 01/09/2023 at 1:04 p.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a pre-licensing inspection. Upon arrival LPA, met with applicant, Mary Ann Canales and proceeded to tour the facility. The facility is requested a capacity of 8 infants; serving ages 6 weeks through 24 months in the following classrooms: Bumble Bee Room and Bee Nest Room. Facility plans to operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The indoor space for the infants was inspected and measured a total of 328.57 square feet which is sufficient to accommodate nine children. The classrooms are equipped with age appropriate furniture, including cots and cribs for napping, tables, chairs, cubbies, bookshelves and play materials for the children. The classrooms have adequate heating, lighting and ventilation. The classrooms were observed to be clean and orderly and are free of hazards. The Bee Nest room/Bee Nap room has a separate nap area that will be divided by a four foot wall partition. The nap area includes cribs and mats for napping. The crib mattresses and mats were observed to maintained and in safe condition. The crib napping area was not included in the indoor square footage calculation. There is a portable sink within arm\342\200\231s reach of the changing table in the Bee Nest room. Plan of operation for the use of the portable sink on file and approved. The infant changing table is padded with washable vinyl at least one inch thick with sides raised at least 3 inches. The director understands the sink near the diaper changing table shall not be used for food preparation. There is a restroom located in the Bee Nap room with one sink and one toilet for the use of the children. The staff restroom located in the Bumble Bee room containing one sink and one toilet will be used as an isolation restroom for ill children, if needed. In addition, the directors office will be utilized as an isolation area for ill children. LPA informed the director the infants in the isolation shall be under constant visual observation. There are sufficient toilets and sinks available for the children\342\200\231s use based on the requested capacity. The feeding chairs and tables for infants are in good repair and made of a washable, moisture resistant material. All hazardous items; including disinfectants, cleaning solutions are stored where they are inaccessible to children. Drinking water will be available to the children in care inside and outside via refillable water containers and sippy cups brought from home or provided by the facility.There is a carbon monoxide detector in the classroom and a first aid kit with required supplies. Required documents were observed to be posted. There is a kitchen that will be used as a food preparation area that includes one sink, one refrigerator and storage cabinets. The outdoor activity space for infants was inspected and measured a total of 611.20 square feet which is sufficient to accommodate eight infant children. The infant program has exclusive use of the outdoor activity spaces. There are two outdoor spaces; including a garden area near the front entrance of the facility and outdoor play area located on the right side of the building. The outdoor activity spaces are enclosed by a fence that is at least four feet high. There is a shaded rest area for the children by the use of canopies. There is no climbing structures in the outdoor play areas. Children will access the outdoor side play area by walking through the kitchen. In addition, the garden is adjacent to the front door of the facility. Plan of operation on file for the transition of the children to and from the outdoor activity spaces; including ratio and supervision. The outdoor activity space was observed to be free of hazards and is equipped with age appropriate play equipment and toys. Proper supervision and placement of staff during outdoor activities was discussed to ensure the safety of children at all times. LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. The following is pending with a due date of 01/13/2023: Making the Bee Nest room and the Bee Nap room separated The following reports were discussed and provided during the inspection: LIC809 reports and Appeal Rights (LIC9058). Exit interview conducted and report was reviewed with applicant, Mary Ann Canales. Once pending document is received and after final file review an infant license will be issued for eight infants; ages 6 weeks through 24 in the Bumble Bee and the Bee Nest Rooms. Once license is issued the license will be mailed to the applicant and once received the license shall be posted in the facility.
