What the inspector wrote

On 7/7/2025 at 10:00 a.m. Licensing Program Analyst, Cindy Meier conducted an unannounced annual inspection and met with Facility Representative, Lead Teacher, Alain Hutchison. LPA disclosed the purpose of the inspection and toured the inside and outside of the facility. This is a full day program that operates year-round. Days and hours of operation are Monday \342\200\223 Friday, 6:30 a.m. \342\200\223 5:30 p.m. There is one (1) infant classroom, Classroom A, that serves infants 6 weeks to 24 months and one (1) toddler option Classroom, classroom E, serving children 18 to 36 months. LPA observed ten (10) infants (6 weeks to 24 months) and five (5) staff in Classroom A and ten (10) toddlers (ages 18 \342\200\223 36 months) and four (4) staff in Classroom E. Furniture and equipment in the classrooms were observed to be in good condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space and playground equipment is maintained, is in safe condition and is free of hazards. A playground waiver has been granted for the infant playground. Infants rotate scheduling as only 11 infants are approved to be on the playground at one time. There is sufficient cushioning to absorb falls under and around play equipment. The infant playground area includes a shade sail, and the toddler playground includes a shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. Drinking water is available via the children's water bottles or sippy cups at the playground. Potty chairs, toilet and handwashing equipment are in safe and sanitary operating condition. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Facility has a functioning carbon monoxide detector that meets statutory requirements. The last fire/disaster drill was conducted and documented on 6/27/25. Napping equipment consists of cribs for younger infants and napping cots for the older infants and each crib/cot has its own sheet or covering. All changing tables are located next to respective sinks. Infants have a completed Needs and Service Plan that outlines their daily food intake. Food preparation areas are clean and safe. Notation of children\342\200\231s allergies is accessible. All food is protected against contamination and any contaminated food is discarded immediately. The infant parents provide drinks, snacks, and lunch for the infants. The facility provides snacks for the children in the toddler option classroom and the parents provide their toddler\342\200\231s lunch. Bottles are labeled with the child's name and date. Storage cubbies are readily available, and the room accommodates class size. Facility Representative stated there are no bodies of water or on the premises and LPA did not observe any bodies of water. Facility Representative stated there are no firearms, weapons, or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible to children. No poisons were observed during the inspection. A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. All required notices, forms and license(s) were posted. Capacity and limitations as specified on the license are being maintained. At least one person trained in EMSA approved Pediatric CPR and First Aid is present when children are at the facility or at offsite activities. The name of the childcare center director or fully qualified teacher, designated to act in the director\342\200\231s absence, has been reported to the Department. Children are under supervision, including visual supervision, of a teacher at all times. The person who signs the child in/out of the facility shall use their full signature and record the time of day. Sign in/out sheets reviewed and observed by the LPA meet this regulation. Facility maintains a ratio of one (1) qualified teacher supervising no more than four (4) children in care. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment, LIC9227, and documented Safe Sleep Logs. Needs and Service Plans were reviewed and up to date. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis, and measles, and current documentation of completed mandated reporter training. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with Facility Representative, Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative, Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. Currently there are no infants who require medication or equipment. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA reviewed with Facility Representative the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA and director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, Mandated Reporter Training, Forms and Regulations, Safe Sleep in Childcare, Lead Poisoning Facts, Guardian and California Megan\342\200\231s Law ( www.meganslaw.ca.gov ). Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies were cited.
