What the inspector wrote

On 10/14/2025 at 11:00am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced case management inspection for the purpose of inspecting new playground equipment. LPA met with Facility Representative, Hope Michel. Facility Representative is requesting for an inspection of the new play structure located on the preschool playground. Days and hours of operation are Monday \342\200\223 Friday, 7:00am to 6:00pm. There were 26 preschool children (age 2-5 years) present with eight staff members. Appropriate ratios and supervision were observed. All outdoor activity space utilized for the children was inspected today. LPA informed Facility Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. The outdoor activity space for preschool children was inspected and previously measured a total of 13144.17 square feet which is sufficient to accommodate the facility capacity of 40 children. LPA observed that the play structure is age appropriate for children ages 2- 5 years. The outdoor space is fenced. The fencing is chain link and is at least four feet high. Shade is provided via canopies. High climbing equipment has pour in place cushioning to absorb falls. Drinking water is available via drinking fountain. Children bring their own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 7/13/2023. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. See LIC 809C Continuation... Facility Representative stated that all staff have a background clearance through San Diego County Office of Education (SDCOE). Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Facility Representative, Hope Michel was advised that effective today (10/14/2025), the preschool children are approved to utilized the new play structure. No deficiencies cited during today's inspection. A Notice of Site Visit (LIC 9213) was given to Facility Representative, Hope Michel and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted, and report was reviewed with Facility Representative, Hope Michel.
