What the inspector wrote
On 04/01/2025 at 9:45am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clenista conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Licensee representative/Director Patricia Gil Lopez. Applicant is requesting to be licensed for 70 children including 15 infants (ages 6 wks to 24 months) in room #3, 15 toddlers (ages 18 to 36 months) in room #2 and 40 preschool children (ages 2 to 5 years old) in rooms 1A and 1B. Hours of operation will be Monday to Friday 7:30am to 5:30pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Patricia Gil Lopez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
When medications are on site, Patricia Gil Lopez stated that they will be in the child\342\200\231s classroom inside the red backpacks. A fully equipped first aid kit are in each classroom and in the kitchen. There is an operational carbon monoxide detector on site located in all four classrooms. All required licensing documents were observed posted in the hall way outside of the Director\342\200\231s office. Children will be signed in and out via the Brightwheel App located outside of the Director\342\200\231s office.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for infants measured to be 586.85 square feet, indoor activity space for toddlers measured to be 532.53 square feet and the indoor activity space for the preschool measured to be 687.38 square feet. Which all three indoor areas are sufficient to accommodate the requested capacity of 70 children. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, 4 cribs, napping cots and mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of
small parts that can present a choking hazard. Drinking water is available in the classrooms via the refillable water jugs and the water is from the kitchen filtered water. LPAs observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 03/12/2025.
The infant low profile chairs are made of washable, moisture resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing tables in the infant and toddler rooms are within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a four feet high sound absorbent wall (pending correction item). This barrier shall be at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs will be kept via the Bright Wheel App and in a binder inside the classroom. Needs and Services Plans and Sleep Plans will be kept inside the classroom binder.
There shall be at least one potty chair for every five potty training infants. LPAs observed a total of 1 sink available for infants, 3 sinks and 2 toilets for toddlers and 5 sinks and 5 toilets and 1 urinal for the preschool children\342\200\231s use. These are sufficient to accommodate the requested capacity of 70 children. There is a separate staff restroom equipped with a men and women restroom located around the Director\342\200\231s office near the front entrance. The isolation area for children who are ill will be the Director\342\200\231s office and the staff\342\200\231s restroom.
Facility will provide breakfast, AM/PM snacks and lunch to the children in care. The kitchen area currently include a sink, one refrigerator, microwave, two toasters and cabinets designated for the preschool. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children via a locked cabinet.
The facility currently has a fully fenced playground area which is separate from other components. The vinyl fencing is at least four feet high. The total square footage for the infant outdoor activity space is 1026 square feet, which is only sufficient to accommodate up to 13 infants at one time, insufficient for the number of children being requested. The preschool activity space is 2102.54 square feet, which is only sufficient to accommodate up 28 preschool children at one time, insufficient for the number of children being requested. The toddler outdoor activity space is 1254 square feet, and it is sufficient for the requested capacity of 15 children.
A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted for the infant and preschool components and it shall be approved by the department prior to licensure. Shade is provided via sail shades. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounda. There is a climbing structure on the preschool playground for children ages 2 to 5 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by turf. Drinking water is available via the children\342\200\231s own water bottles, zippy cups and small paper cups will also be available at the playground, facility will have a refillable water jug at the playground when children at outside. LPAs observed all hazardous items on the playground to be inaccessible to children. Licensee representative Patricia Gil Lopez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs reviewed with Director the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Director was informed of the

site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
