What the inspector wrote
On 09/16/2025 at 9:20am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clenista conducted an announced Pre-Licensing inspection to add a toddler component and to consolidate the existing preschool facility number 376701528 to a single license. Upon arrival, LPAs met with Licensee/Administrator Gilberto Hernandez and Director Corina Tellez prior to touring the facility. The applicant is requesting to be licensed for 12 toddlers (ages 18 to 36 months) in classroom B and 29 preschool children (ages 2 to kindergarten) in classroom A. The main hours of operation will be Monday to Friday 8 am to 2:30pm and the facility offers before and after school program that starts at 7:30am and ends at 4pm.
All indoor and outdoor activity space utilized for the children was inspected today. Present during the inspection were 11 children supervised by 3 staff members and another group of children went on a field trip to the park. All staff members have the required background clearances and are associated to the facility. LPAs informed Director Corina Tellez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Director stated that they do not have medication on site. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted by the entrance courtyard. Children will be signed in and out via the brightwheel app and QR code.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. The toddler indoor activity space measured to be 434.07 square feet, and the preschool indoor activity space measured to be 1018.72 square feet, which are sufficient to accommodate the requested capacity. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available
via the children\342\200\231s own water bottles and there is a three-gallon water bottle dispenser located in the preschool classroom and a portable water pitcher in classroom B available to refill the children\342\200\231s water bottles. LPAs observed all hazardous items to be inaccessible to children. The director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 09/4/2025.
The toddler changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table is at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Sleep logs are kept in the brightwheel app, and the Needs and Services Plans will be kept in the toddler room.
LPAs observed a total of 1 sink and 1 toilet available for the toddlers and there are 2 sinks and 3 toilets available for preschool children\342\200\231s use. These are sufficient to accommodate the requested capacity of 12 toddlers and 29 preschoolers. There is a separate staff restroom equipped with 1 toilet and 1 sink located next to the Director\342\200\231s office. The isolation area for children who are ill will be at the office and the isolation toilet is the staff\342\200\231s restroom.
The children brings their own lunch to school daily and the facility provides morning and afternoon snacks for the children in care. The director stated that the snacks are kept in preschool classroom A.
The facility currently has a fully fenced playground area. The wrought iron gate and cement walls shall be at least four feet high. The outdoor playground was previously measured to be 2618.97 square feet, and a waiver will be needed for the toddler and preschool to share the area by scheduling. Shade is provided via trees and the building structure. There are sufficient outdoor toys and play equipment available for both toddlers and preschool children on the playground. There is wooden climbing equipment on the grass area that can be adjusted in height for both toddler and preschool age children. Drinking water is available via the children\342\200\231s own water bottle during all indoor and outdoor activities. LPAs observed all hazardous items on the playground to be inaccessible to children. Director Corina Tellez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a
criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Director was informed of the
MyChildCarePlan.org
site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Facility had their lead test completed on 11/5/2022.
If the facility has had a lead test completed within the last five years from the pre-licensing visit date 09/16/2025 and is using the same outlets, you may submit a waiver request from the lead testing requirement to the Regional Office.
The following corrections are needed prior to granting a license:

Extend the outdoor side fence to be at least 4 feet high.

Remove the three cubbies in preschool classroom A.

Remove the two-cabinet door or remove the cabinets in classroom A as it takes up floor space.

Move the 4 feet high partition that separates the toddler and preschool yard to align to the wall.

Obtain a waiver approval from the department for the toddlers and preschoolers to share the outdoor play area.
Director will submit the above corrections to LPAs within 14 days by taking pictures of the corrections via email.
Notice of site visit was given to the Director, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
