What the inspector wrote

On 12/22/2025 at 10:50 AM, Licensing Program Analysts (LPAs) Selina Siao and Julieta Abrego conducted an announced pre-licensing inspection to add a toddler component and convert the current licensed infant center (Facility# 376701075) and preschool (Facility# 376701127) into a single license under this facility number. Upon arrival, LPAs met with Applicant Evelyn Huitron and Director Mayra Casas. The applicant is requesting licensure for 18 infants (ages 0\342\200\22324 months) in the Jelly and Turtle classrooms and 12 toddlers (ages 18\342\200\22336 months) in the Dolphin classroom. Hours of operation will be Monday to Friday from 6:30am to 6pm. All indoor and outdoor activity spaces utilized for children were inspected today. LPAs informed facility representatives that staff must maintain direct visual supervision of children at all times during indoor and outdoor activities. When medications are on site, Director Mayra Casas stated they will be stored in a high cabinet located in each classroom inside a white cabinet with a cross sign. A fully equipped first aid kit is located in each classroom. An operational carbon monoxide detector are located in the Director\342\200\231s office and at the hallway ceiling outside the Director\342\200\231s office. All required licensing documents were observed posted on the bulletin board located in the hallway outside the Director\342\200\231s office and in each classroom. Children will be signed in and out via the CareConnect app online. LPAs measured all indoor and outdoor activity spaces. Total infant indoor activity spaces measured to be 805.31 square feet and the toddler indoor activity space measured to be 407.68 square feet which is sufficient to accommodate 23 infants and only up to 11 toddlers. Applicant updated the application today to request for 23 infants and 11 toddlers due to the indoor activity space. LPAs observed safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, 8 cribs, and napping cots for infants who can climb out of cribs and for toddlers, bookshelves, and other activity supplies. Drinking water is available in the classrooms via a water dispenser and facility gets the drinking water from Vanessa\342\200\231s Deli store or the nearby Primo Water machines. Hazardous items were observed to be inaccessible to children. Facility representatives stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 11/03/2025 and an updated fire clearance will be needed. Infant and toddler changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing tables are at least 3\342\200\235 high, and each changing table is within arm\342\200\231s reach of a sink. Diapering sinks are not used for meal preparation or dishwashing. Sleep logs are kept inside the child\342\200\231s classroom in a binder, and the Needs and Services Plans are kept in the child\342\200\231s file. LPAs observed 3 sinks available for the infant component, and 1 sink and 1 toilet for the toddler component. These are sufficient for the requested capacity of a total capacity of 34 children including 23 infants and 11 toddlers. There shall be at least one potty chair available for every 5 potty training infants. A separate staff restroom equipped with a toilet and 2 sinks are available. The isolation area for children who become ill will be the Director\342\200\231s office and the staff\342\200\231s sink. Facility will provide breakfast, morning and afternoon snacks, lunch and dinner for the children in care. The kitchen area currently includes 2 refrigerators, 2 sinks, double oven and a stove. There are two freezers and a washer and dryer near the kitchen hallway. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a closed door. The facility currently has two fully fenced playground areas. Fencing consist of brick wall, wood and chain link fence which shall be at least four feet high. The total square footage for the back infant playground measured to be 1222.51 square feet, which is sufficient for only 16 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage was submitted during today\342\200\231s inspection. The total square footage for the front toddler playground was measured to be 1068.64 square feet, which is more than sufficient for the requested capacity. Shade is provided via patio cover and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is adequate cushioning in fall zones of climbers provided by turf. Drinking water is available via the children\342\200\231s zippy cups when the children are at the playground. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Evelyn Huitron was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with facility representatives and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPAs also informed facility representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representatives were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Also indicate when they last did their lead test. If the facility has had a lead test completed within the last five years from the pre-licensing visit date 12/23/2025 and is using the same outlets, you may submit a waiver request from the lead testing requirement to the Regional Office. The following corrections are needed prior to the issuance of the license: \302\267 Place a latch under the sink cabinet in the staff restroom as it is also a children\342\200\231s isolation restroom. \302\267 Extend the outdoor infant patio fence and gate to be at least four feet high. \302\267 Extend the toddler front yard chain link fence to be at least four feet high. \302\267 Remove the two preschool play structures at the infant yard. \302\267 Obtain an approved outdoor infant playground waiver by the department. Applicant Evelyn Huiton understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A notice of site visit was given to applicant Evelyn Huiton, and it must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
