101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. Based on the interview, it was found that the Center did not comply with the section cited above in that staff member used inappropriate language when instructing children to lie down during nap time. This violation poses a potential health and safety risk to the children in care.

101229 Responsibility for Providing Care and Supervision (a) The licensee shall provide care and supervision as necessary to meet the children's needs. (1)No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation.This requirement is not met as evidenced by: Based on interviews and a review of records, the center did not comply with the section cited above. The staff failed to provide adequate supervision, which led to an inappropriate interaction between C1 and C2 in the wooden playhouse during outdoor play. Not providing adequate supervision to meet the needs of the children in care presents potential health and safety risks to them.
