On December 16, 2025 at approximately 9:00am, Licensing Program Analyst (LPA) Quimbo conducted an unannounced, annual inspection at Associated Students Children's Center-Preschool. LPA met with assistant preschool director, Lorelei Ballesteros, and explained the purpose of the visit. Program director was not present during today's visit due to sickness. Assistant preschool director is designated with facility responsibility. Hours of operation are Monday through Friday 7:30am to 5:00pm. Program is a combination program with an infant license and a preschool license. Under the preschool license, 11 teaching staff and 49 preschool children were present. Teaching staff present have fingerprint clearance on file and are associated to preschool license number. Preschool program is operating within capacity limits and ratio during LPA's visit. Preschool program currently operates in 4 classrooms: Room 6-Orange Room (Transitional Twos), Room 7-Blue Room (3-5 year olds), Room 8-Red Room (3-5 year olds) and Room 9-Green Room (3-5 year olds). LPA inspected day care areas for health and safety hazards. LPA also reviewed facility records. Licensing documentation is properly posted in lobby of facility, including facility's waivers. Children are signed into program through an electronic application that is kept in the facility's lobby. Each authorized representative has a unique pin number when signing their child into the program. After using the unique number to sign into electronic application, each authorized representative physically signs their child into and out of program. LPA observed children signed in to program during today's visit. Emergency disaster drills are conducted monthly and are documented. LPA observed emergency disaster drill documentation to have a schedule of when an upcoming drill will be conducted, when the drill is actually conducted, the type of drill conducted, the number of children and adults present and any comments or notes during the drill. Preschool classrooms include a variety of toys, materials and furniture that are in good condition. LPA observed classrooms include rugs that are clean. Per assistant director, rugs are vacuumed daily by janitorial services. LPA observed preschool classrooms to include areas for quiet space, science, building, dramatic play, manipulatives and eating. Areas in classroom are organized with equipment that are age appropriate. Per assistant director, children's materials are sanitized monthly or as needed. Children's cubbies are located in their designated classrooms, labeled with their names and photos. Each classroom includes a children's restroom. LPA observed children's restrooms to be in working condition. Restroom includes age appropriate toileting equipment and accessible sinks. In room 6, there is a diaper changing table that is within arm's reach to an adult sink. Program provides diapers and wipes for diapering children. Per assistant director, families are able to bring their own diapers and wipes, if needed. LPA observed garbage bin with a tight fitting lid within arm's reach to diapering table. Children brush their teeth after a meal in the classroom. LPA observed children's toothbrushes to be labeled with their individual names. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed multiple, fully charged fire extinguishers throughout the facility. There are also multiple first aid cabinets and emergency backpacks on site. Facility is equipped with a smoke alarm system and smoke and carbon monoxide detectors. LPA was unable to test carbon monoxide detector during today's visit, due to the placement of detectors in high ceilings. LPA advised assistant director to place carbon monoxide detectors in lower areas of classroom. LPA observed cleaning solutions and poisons to be stored in classrooms' high shelves, inaccessible to children. There are cabinets in the classrooms with child safety locks. LPA observed cabinets that did not have child safety locks installed, to not have poisonous items stored. LPA also observed electrical outlets in classrooms to be made inaccessible with child safety covers. Each classroom includes teachers' preparation area that is gated. Teacher preparation area includes an adult sink, refrigerator, dishwasher, and stove with an oven. Program provides a food service that include morning and afternoon snack, prepared and served in each classroom. Lunch is delivered daily through a third party vendor. Reusable plates, cups and utensils are utilized for children that are sanitized daily in facility's dishwasher. Drinking water is available to children through a filtered pitcher that is refilled in classrooms' sinks. (Continue report on page 3...) (Continued, Page 3...) Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. Child care center completed testing and no lead exceedances. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water/testing-information ) Preschool children sleep in their classroom on floor mats. LPA observed floor mats to be stored appropriately when not in use. LPA also observed floor mats to be labeled with children's individual names. Sheets are provided by the program while blankets are provided by families. Per assistant director, sheets and blankets are laundered weekly. LPA observed children's sheets and blankets to be stored in their individual cubbies or in bags (labeled with their names), so that they are not touching each other. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA observed outdoor areas to be separated by fences. Outdoor areas include a variety of toys and materials that are in good condition. There are play structures with resilient padding underneath. LPA observed toys and materials to be stored away, when not in use. Per assistant director, outdoor toys and materials are sanitized monthly or as needed. There is a greenhouse in the outdoor area that was observed to be locked. There are tarps and awnings in the outdoor area, providing sufficient shade. LPA did not observe any pools, spas or bodies of water on site. (Continue report on page 4...) (Continued, Page 4...) Isolation area for sick children is located in the lobby, if needed. During today's visit, LPA reviewed 10 random children's records. Children's records are complete with admission agreements, records of immunizations, and emergency information. LPA also observed children's records to include a Preschool Needs and Services plan as well as Acknowledgement of Receipt of Licensing Reports (LIC9224). LPA reviewed 5 random teaching staffs' records. Teaching staff records are complete with educational permits or transcripts, records of immunizations, health screening reports and current Mandated Reporter certifications. Multiple staff on site also have current CPR and First Aid certifications, that were made available for review. A childcare roster and staff roster are also maintained and made available for LPA's review. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During today's visit, no deficiencies were issued. A notice of site visit was given and must remain posted for 30 days.
