On 5/21/2025, at approximately 1:20PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Teacher Eileen Labarca (S1) and explained the purpose of the visit. Present during the visit was S1, two staff members, and 17 preschool age children. The facility is in compliance with staffing and ratio requirements on this day. The facility\342\200\231s hours of operation are from 7:30AM to 5:30PM, Monday to Friday. LPA and S1 inspected the facility for any health or safety hazards. The surface of the facility floor was observed to be free of debris. There is at least one fire extinguisher present that is at least size 2A10BC. There is an operational carbon monoxide detector present. Electrical outlets are blocked or covered by furniture when not in use. Emergency exits are clearly marked and visible. Evacuation routes are posted and accessible for review. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. The facility was observed to be in clean and orderly condition. There are age-appropriate toys and learning materials present. Furniture was observed to be in good repair and free of rough or sharp edges. Children nap on mats that are provided by the facility. Bedding is brought home for cleaning every week. Lunch is brought from home, and snacks are provided by the facility. The facility accommodates children\342\200\231s dietary preferences. Children bring water bottles from home and refill them at the facility. Toilets and sinks were observed to be operational during the visit. Continued on Page Two Page Two There is no outdoor play area located in the facility. The facility has a waiver to use an outdoor play area in Alta Plaza Playground. Transition procedure was discussed with S1 during the visit. Drinking water is accessible to children while they are outside. There are no swimming pools or other similar bodies of water present. There are no firearms or weapons stored in the facility. LPA reviewed three staff files, six children\342\200\231s files, and facility records. All staff members present have current Pediatric First Aid/CPR training. Mandated Reporter Training is current. Staff qualifications and immunization records are available for review. Children\342\200\231s files were observed to be complete. The facility\342\200\231s Incidental Medical Services (IMS) policy is posted and accessible for review by staff. The facility last conducted an emergency drill on 4/8/2025. Drills are properly logged and documented. Required postings were observed to be posted and accessible for review. Children are signed in and out of the facility with the ProCare app. Parents have unique QR codes that are used for sign in/out. The facility tested its fixtures for lead before the deadline of 1/1/2023. There were no exceedances of lead found in the fixtures tested. The facility is in compliance with lead testing requirements. S1 was advised that lead testing is due every five years, and the facility must test again in 2027. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Three Page Three Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed. No deficiencies were cited during today\342\200\231s visit on 5/21/2025. A notice of site visit was given and must remain posted for 30 days.
