Inspector’s narrative

What the inspector wrote

On February 25, 2026, Licensing Program Analyst (LPA) Leong arrived at the facility to conduct an unannounced annual inspection. LPA met with the Licensee’s Lead Teacher, Hae Eun Yoon (A1), and explained the purpose of the inspection. LPA spoke with the licensee by phone, and she stated that she had to attend an appointment. The licensee was not present during today’s inspection. During the inspection, the licensee’s two teachers were caring for 12 preschool-aged children. LPA confirmed through the Guardian Background Check System that the two teachers had obtained criminal record clearance. The facility was observed to be operating within the licensed capacity ratio requirements. The facility operates Monday through Friday from 8:30 AM to 5:30 PM. Licensing documents are posted on the wall and available for review. Emergency disaster drills were conducted and documented. The most recent drill was completed on February 4, 2026. Childcare areas are on the ground level and include two playrooms, a bathroom, and a backyard. Off-limits areas include the entire upper level and the garage . A1 understands that off-limits areas may not be used for childcare during business hours. The indoor areas were clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate furniture, toys, and learning materials were available and in good condition. Electrical outlets were secured with childproof covers. Hazardous items, including cleaning supplies and chemicals, were stored in areas inaccessible to children. The home was equipped with one fire extinguisher, one first aid kit, one smoke detector and one carbon monoxide detector. The bathroom was clean and contained age-appropriate toileting equipment. The licensee confirmed that no firearms or weapons are stored on the premises. See Page 2 Page 2 The backyard was fully enclosed by a fence and free of debris or hazardous materials. Outdoor play equipment was available and in good working condition. No pools, spas, or other bodies of water were observed on the premises According to A1, breakfast and snacks are provided by the facility, and the parents provide lunch for their children, Children have access to drinking water throughout the day with their own water bottles. The facility has water available via a filter pitcher. The home was equipped with mats designated for children’s naps. All sleep equipment appeared in good condition. The parents provide blankets for their children, which are laundered weekly. LPA reviewed five children’s files and found that each file contained the required licensing forms. The two teachers' files were reviewed and found to include current certifications in Pediatric CPR/First Aid and Mandated Reporter Training. The licensee’s Mandated Reporter Training certificate expired on August 12, 2024, resulting in a deficiency. The licensee’s CPR/First Aid certification was not available for review, resulting in a deficiency. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 2202-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
