On December 17, 2025 at approximately 8:30am, Licensing Program Analyst (LPA) Quimbo conducted an unannounced, annual inspection. LPA met with facility director, Viktoriya Beissekova, and explained the purpose of the visit. Upon LPA's arrival, director and two teaching staff were present. Children were also just arriving to facility. Hours of operation are Monday through Friday 7:30am to 5:30pm. Program operates at Juniperro Serra Playground clubhouse in two classrooms. There is a one large classroom with partitions, separating groups of children and a separate smaller classroom. Children are separated into three groups: Explorers (2 years to 3 years old), Adventurers (3 years to 4.5 years old) and Navigators (4 years to 5.5 years old). Program is a Mandarin immersion program. With director, LPA inspected day care areas for health and safety hazards. Preschool classrooms include toys, materials and children's furniture that are in good condition. There are rugs in the classrooms that are clean, free of stains. Per director, rugs are vacuumed daily and floor is mopped daily. LPA observed classrooms to include areas for reading, science, dramatic play, blocks, and math. Per director, toys and materials are sanitized daily while deep cleaning is conducted during program's break closures. Children's toys and materials are age appropriate and in good condition. There are cubbies in the classroom for children's personal belongings. LPA observed cubbies to be labeled with children's individual names. At approximately 9:00am, licensee, Natella Shtern, arrived to facility. Present during visit included licensee, director, two teaching staff and 23 preschool children. All teaching staff are fingerprint cleared and associated to the facility. Facility is operating within capacity limits and ratio during LPA's visit. (Continue Report on Page 2...) (Continued, Page 2...) LPA observed facility includes a fully charged extinguisher. Facility is also equipped with multiple first aid kits and an emergency backpack. LPA observed emergency backpack to include emergency supplies, emergency contact information, emergency medical consent information and childcare roster. Facility is also equipped with a smoke alarm system and smoke detectors. Per director, detectors are dual smoke and carbon monoxide detectors. LPA was unable to test detectors during today's visit due to detectors being placed in high ceilings. LPA advised director to install lower carbon monoxide detectors to be tested in the future. Per director, San Francisco Parks and Recreation tests detectors annually. At approximately 9:30am, additional staff member arrived to facility. LPA observed staff member to have fingerprint clearance on file. There are cabinets and drawers in the classroom that was observed to not have any poisons stored. LPA did not observe any accessible poisons or cleaning solutions in classrooms. LPA also observed electrical outlets in classrooms to be made inaccessible with child safety covers. Preschool program has exclusive use of the women's restroom in facility. LPA observed restroom to be in working condition. Restroom is also equipped with age appropriate toileting equipment. There is a diaper changing table in the restroom. Per director, diapers are provided by families while wipes are provided by the program. LPA observed diapers and wipes to be stored appropriately, labeled with children's names. LPA observed a garbage bin with a tight fitting lid in the restroom to dispose of dirty diapers. Children sleep in their classrooms on floor mats. LPA observed floor mats to be color coded; one side of the mat touching the ground while the other side of the mat, the child sleeps on. Sheets and blankets are provided by children's families. LPA observed children's sheets and blankets to be stored appropriately, so that sheets are not touching each other. Per director, sheets are laundered weekly. Outdoor area is a patio that is separated from the public park with a net. Outdoor toys and materials are brought to and from the outdoor area, daily. Children also utilize the public park playground as a field trip. Public park includes play structures with resilient padding underneath. Per director, children are always supervised when utilizing outdoor area. LPA did not observe any pools, spas or bodies of water on site. Drinking water is available to preschool children, both indoors and outdoors, with children's individual water bottles. Water bottles can be refilled on site through a filtered water station with purchased water jugs. LPA observed facility to have multiple water jugs on site. Preschool program provides a food service that include morning and afternoon snack only. Disposable plates and cups are utilized. Children's families provide lunch. LPA observed children's personal materials were labeled with their individual names. Per director, no enrolled children currently have allergies. (Continue Report on Page 3...) (Continued, Page 3...) Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. CCC has provided a written attestation of testing exemption. CCC did not complete testing prior to their deadline. LPA observed sign in sheets for today's date to be complete. LPA observed sign in and out sheets are maintained for 30 days. Sign in sheets include the name of the child, the time they are signed into and out of the program and the written signature of the individual signing the child in and out. Licensing documentation is posted, available for review. A childcare roster is maintained and was made available for LPA's review. Emergency disaster drills are conducted and documented. Last documented emergency disaster drill was conducted 6/8/2025. Isolation area for sick children is located in the program director's office, if needed. During today's visit, LPA reviewed six random children's files. Children's files were complete with a record of required immunizations, emergency and admission information. LPA also reviewed all teaching staffs' files which were also complete. Teaching staff records are complete with educational transcripts and immunization requirements. All teaching staff present have current Mandated Reporter certificates. Multiple staff also have current CPR and First Aid certifications that were made available for LPA's review. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
