What the inspector wrote

Licensing Program Analysts (LPAs) Van and Tso met with the school principal, Paula Antram, and lead teacher, Alma Alberto, for an unannounced required annual inspection. The purpose of the inspection was explained, and the lead teacher granted LPAs entry to the facility . Present today are 19 children supervised by 6 teachers. The facility complies with the teacher-children ratios today. All staff members have criminal record clearances through the SF school district. The Center operates in the SFUSD-Jose Ortega School site, in room 1 and B-8. Per the Lead teacher, the days and operations hours are Monday, Tuesday, Thursday, and Friday from 7:50 a.m. to 2:05 pm and Wednesday from 7:50 a.m. \342\200\223 12:50 p.m. LPAs toured and inspected the physical plant for any health and safety hazards. The facility has a record of sign-in/out of children. All parents' signatures matched and accounted for the number of children present. The facility is in good repair and has proper temperature and ventilation. The classrooms have age-appropriate toys and learning materials. The furniture appears steady and in good repair. Each classroom has a carbon monoxide detector , a centralized smoke alarm, fully charged fire extinguishers, and working telephones. LPAs observed that the children have their individual cubbies for their belongings. All emergency supplies are stored in locked storage. First aid supplies are fully stocked and available for children's use. All cleaning solutions, poisons, and other dangerous chemicals are stored in a high cabinet in each classroom and are inaccessible to children. Continued on page 2... All toilets and handwashing sinks are in good working condition with proper sanitation. LPAs observed no bodies of water on the premises. The outdoor play area is completely fenced, clean, and in good repair. Outdoor toys are age-appropriate, in good condition, and free of loose parts. Climbing and slide equipment have soft cushions underneath to break any accidental fall. The facility had posted the required forms. (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities ). The daily schedule is observed and posted. Per the Center\342\200\231s representative, the Center provides lunch and snacks to children, and the food is from the Unified School District. The Center also has water fountains available for children indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover. Random children's records and personnel records were reviewed during the inspection. Records review showed the facility has records of each child's authorized representative's names, addresses, and telephone numbers. In addition, each child's immunization record, medical assessment, and admission agreement can be located in each child's file. Staff records indicate that all staff or individuals requiring caregiver background checks have received criminal records and child abuse index clearances or exemptions through SFUSD. All staff members have a record of Mandated Reporter training and maintain proper immunization records. LPAs reviewed the educational qualifications of teachers, and all teachers had the required ECE units. The Center representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Continued on page 3... Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. In addition to AB1207 training required to be completed every two years by the Licensee and all staff hired, a one-time General Training is also required. Training can be taken online at www.mandaterreporterca.com . Also, the Center representative was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare The Center representative was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Continued on page 4.. LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. An up-to-date Emergency Disaster Plan (LIC 610) 2. Personnel Report (LIC 500) 3. Incidental Medical Services Plan No deficiencies were cited today. An exit interview was conducted, and the report was reviewed with the Lead teacher, Alma Alberto . Today's report and site visit notice were provided to the Lead teacher. LPA informed the Lead teacher that the site visit notice must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
