Inspector’s narrative
What the inspector wrote
On September 18, 2024., Licensing Program Analyst (LPA) Van conducted an unannounced annual inspection. The purpose of the inspection was explained, and the lead teacher granted LPA entry to the facility
.
Three teachers supervised 13 children during the visit. The facility complies with the teacher-children ratios today. All staff members have criminal record clearances through the SF school district. The days and operations hours are Monday, Tuesday, Thursday, and Friday from 7:50 a.m. to 2:05 p.m. and Wednesday from 7:50 a.m. to 12:50 p.m. The new Director/Assistant Principal, Betty Chung, arrived a moment later. LPA requested that the new director send all required missing director qualifications so that LPA could update her status.
The Center is located at the SFUSD-Jose Ortega School site, specifically in rooms 1 and B-8. During the inspection, the Director and lead teacher informed LPA that the school district decided to reclaim classroom #1 this school year to accommodate the Universal TK program. As a result, the preschool now only operates in the B-8 classroom. LPA then informed the Director that since the currently licensed capacity is 48 and B-8 is the only remaining classroom. It is possible that the Center will need to submit a new application to reduce its capacity to comply with the remaining classroom square footage.
LPA toured and inspected the physical plant for any health and safety hazards. The facility has a record of sign-in/out of children. All parents' signatures matched and accounted for the number of children present.
The facility is in good repair and has proper temperature and ventilation.
The B-8 has age-appropriate toys and learning materials. The furniture appears steady and in good repair. There is a carbon monoxide detector
,
a centralized smoke alarm, fully charged fire extinguishers, and working telephones.

LPA observed that the children have their cubbies for their belongings. All emergency supplies are stored in locked storage. First aid supplies are fully stocked and available for children's use. Medication was observed stored in the classroom cabinet with a lock and key. All cleaning solutions, poisons, and other dangerous chemicals are stored in the cabinet under the sink.
All
toilets and handwashing sinks are in good working condition and have proper sanitation.
LPA observed no bodies of water on the premises. The outdoor play area is completely fenced, clean, and in good repair. Outdoor toys are age-appropriate, in good condition, and free of loose parts. Climbing and slide equipment have soft cushions underneath to break any accidental fall.
All required postings, such as the License, Notification of Parent Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities,
were posted.
The daily schedule is observed and posted. Per the lead teacher, the Center provides lunch and snacks to children, and the food is from the Unified School District. The Center also has water fountains inside the classroom for children indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover.
Random children's and personnel records were reviewed during the inspection. The records review showed that the facility has records of each child's immunization records, emergency contact information, and admission agreement. Staff records indicate that all staff or individuals requiring caregiver background checks have received criminal records and child abuse index clearances or exemptions through SFUSD. LPA reviewed the educational qualifications of teachers, and all teachers had the required ECE units.
The lead teacher was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
