What the inspector wrote
On June 4, 2025, Licensing Program Analyst (LPA) Leong conducted an unannounced annual visit. LPA met with Director Nineth Mejia (S1) and Facility Owner Julie Carniglia (S2) and explained the purpose of the visit.
Thirteen children, S1, S2, and two staff members (S3 and S4) were present at today's visit.
LPA reviewed the sign-in/sign-out sheet, where parents signed their children into the facility, and found that all signatures were accounted for.
LPA verified with the CDSS Background Check System that S1, S2, S3, and S4 have current criminal record clearances and are in eligible status. For today's visit, the facility is observed within capacity limits and ratios.
The facility license, waiver, Child Passenger Restraint System Poster, Notifications of Parents\342\200\231 Rights, Emergency Disaster Plan, and Personal Rights were displayed on the wall.
The last emergency disaster drill was conducted on May 7, 2025, and documented in the facility log. A review of previous drills confirmed they had been conducted at least once every six months.
The facility has a first aid kit, a smoke detector, a carbon monoxide detector, and a fire extinguisher.
A health and safety inspection of the indoor and outdoor areas found the facility clean, well-maintained, and free of hazards. Disinfectants, cleaning solutions, and toxic substances were inaccessible to the children. All accessible cabinets and drawers in the classrooms contained no hazardous materials.
The facility was equipped with age-appropriate toys, furniture, and learning materials. Each child had a designated storage area labeled with their name. The bathrooms were clean, fully operational, and with essential sanitation supplies.

The facility has an open space waiver approved by the Department, which allows the facility to use Presidio Heights Playground as an outdoor play area for the children. The outdoor playground was clean and free of debris, with a fence at least four feet tall. Play equipment was in good condition, with no sharp, loose, or pointed parts. No pools, spas, or bodies of water were present on the property. The children are filling their water bottles inside the facility.
Parents are required to provide lunch and snacks for their children. S2 stated that none of the children are currently taking prescribed medications.
The facility provides sleeping mats for children to take naps on. LPA observed that blankets were available for the children. The facility requires parents to supply blankets for their children. This item must be laundered weekly.
LPA reviewed five children\342\200\231s files and found that three were complete. The files contained emergency identification information and required immunizations. Admission Agreements were missing from the files of three children. LPA requested that S2 email the admission agreement from the files of the three children to the department as soon as possible.
LPA reviewed four staff files and found that each record is complete. Three staff members have current Pediatric First Aid/CPR certificates. All four have current Mandated Reporter Training certificates. The facility is only required to have at least one staff member be current with their Pediatric First Aid/CPR certification

LPA reviewed transcripts for three staff members and confirmed that each has completed twelve Early Childhood Education (ECE) units, qualifying them to work as teachers. The fourth staff member serves as a teaching assistant.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
