What the inspector wrote

On July 7, 2023 , Licensing Program Analyst (LPA) Stacey Williams met with Director, Eva Prado for the purpose of an unannounced 1 year required inspection. Program hours are Monday through Friday 6:00AM-6:30PM. The program operates a full day program. Upon arrival, LPAs observed at total of (22) twenty-two infant children supervised by 10 staff. Facility has two separate rooms for infants. Criminal record clearances have been verified. LPA conducted a health and safety inspection for all areas accessible to children. Director stated there are no poisons on the premises. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. There were cribs available for each infant under 12 months old and cots available for infants over 12 months old. LPA observed a functional smoke/carbon monoxide detector and a fully charged 2A :10BC fire extinguisher. The floors appeared clean throughout the facility. Outdoor play area is free from dangerous conditions and playground equipment is securely anchored to the ground. Facility has bark under the play equipment to absorb falls. Program provides breakfast, lunch, and afternoon snack. Menus were posted by the main entrance of the facility. Facility offers drinking water by utilizing a water pitcher where each child’s individual bottle/cup is filled. Sign in/out sheets were reviewed. Eleven child files were reviewed. Each child’s file contained required licensing documents. Infant needs and Services Plans were current in infant files. LPA observed 15min infant napping logs for infants 12 months and under; however, there were no sleep logs observed for eight files reviewed for infants 12-24months. Files for staff who were present at the facility were reviewed. Staff have a criminal record clearance, health screening report, immunization records, and documentation of their educational background, training, and/or experience. Mandated reported training was in each file. CPR certification was verified. Director has an CPR expiration date 8/2024 . LPA reviewed the Department's inspection authority and discussed with staff any changes that may occur regarding Director/Site Supervisor or an employee acting in the director's absence must be reported to department within 10 working days. Report continues on 809-C Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per facility representative there are no children that require medication. Facility has an Incidental Medial Service Plan on file. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Exit interview conducted and report was reviewed with the Director, Eva Prado. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
