What the inspector wrote

On February 26. 2026 at 9:40 AM, Licensing Program Analysts (LPAs) Deborah Khashe and Denice Pablico met with licensees, Jennifer Beasley and Debbie Locker-Gibson for the purpose of an unannounced annual inspection. A copy of the entrance checklist was provided. Facility days and hours of operation are Tuesday, Wednesday,Thursday 8:15 AM to 1:00 PM. There were 15 children present during today's inspection. LPA reviewed the sign in/out book and observed that the children are properly signed in. Licensees were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA toured the facility inside and out. LPA observed that hazardous items were inaccessible to children in care. Chemicals are stored on top of refrigerator and in locked cabinet in kitchen. LPA reviewed staffing ratios, first aid supplies, fire drills and drinking water. LPA observed all required forms to be posted. LPA observed functioning carbon monoxide and smoke alarms. LPA observed the toys, furniture and equipment to be in good condition. Outdoor play area was toured, the play structure appeared to be in good repair, and there is sufficient cushioning (wood chips) under the play structure. Facility provides lunch and snack to children in care. All food is prepared on site. Kitchen was toured at the time of inspection. Report continues on 809-C... (Page 2) (Page 2) LPA reviewed five (5) children\342\200\231s and licensee's files. LPA observed health screening reports with TB test and required MMR and TDAP vaccines for all adults and children. Licensee's have current Pediatric CPR and First Aid, expiring 12/29/2026. LPA observed AB1207 Mandated Reporter training certificates for licensee's, expiring 04/04/26. The licensee's were reminded to renew the course every 2 years through www.mandatedreporterca.com website. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5- LPA referred the facility representatives to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information )years after the date of the first test as specified in Health and Safety Code section 1597.16. CCC completed testing and no lead exceedances. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. During the exit interview, the Licensee Jennifer Beasley and Debbie Locker-Gibson, confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
