What the inspector wrote

On September 30, 2025, Licensing Program Analyst (LPA) Deborah Khashe met with Director Jennifer Sawyer for the purpose of an unannounced annual inspection. During the inspection LPA Khashe observed 15 infants being supervised by 6 staff members. Facility hours of operation are Monday through Friday from 07:00am to 05:30pm. Facility operates as a combination center with a preschool program on site. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA toured the facility inside and out. LPA observed that hazardous items (disinfectants, cleaning solutions etc.) were inaccessible to children in care. LPA reviewed care and supervision of children, staffing ratios, medications and first aid supplies, furniture, equipment, fire drills and drinking water. LPA observed all required forms to be posted. There were cots available for each infant over 12 months old. There are needs and services plans for each infant and toddler enrolled. LPA observed infant sleep log on the tadpole ipad along with a feeding a diapering plan. During the inspection LPA observed 7 child files. Report Continues on LIC 809 C Page 2 Page 2 LPA observed a changing table within arm's reach of the sink. There are adequate toys and equipment available for children. Outdoor play area was toured, and the play structure for the toddlers appeared to be in good repair. There are no bodies of water on the premises. There are shaded areas supplied by trees and canopies. LPA reviewed the sign in/out tad pole software ipad and observed that the children are properly signed in. Facility's representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Report Continue on 809-C This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medications and equipment/supplies, and reviewed children’s personnel, and administrative records. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with the facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed the representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Facility representative understands the Notice must remain posted for 30 days and that a failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal Rights were provided. A copy of this report will remain on file for a period of three years for public review upon request. The representative signature on this form acknowledges receipt of this form. In the areas that were evaluated, no deficiencies were cited during the inspection.
