What the inspector wrote

On May 27, 2026, Licensing Program Analyst (LPA) Deborah Khashe met with Sandy Collier for the purpose of an unannounced annual inspection. During the time of inspection there were nine (9) children present. Licensee’s husband Duncan Collier was present during today’s inspection and is an assistant. Licensee’s hours of operation are Monday through Friday 6AM to 6PM. Children are served breakfast, lunch, AM and PM snacks and dinner. LPA verified fee’s are current. All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. On this date, 05/26/2026, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Report Continues on LIC 809C... (Page 2) (Page 2) A health and safety inspection was conducted in all areas accessible to children. Off-limits areas include the entire upstairs and garage. 2A40BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors, and verified they were both functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed play room area with age appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated there are no weapons in the home. LPA also discussed and provided copy of HSC 1596.814 Swimming Pool Safety. The backyard has an in-ground pool that is fenced per Title 22 and HSC 1596.814 regulations. LPA observed the gate to self-close and self-latch. LPA also observed a labeled United States Coast Guard life ring, a rescue pole with a body hook and minimum fixed length of 12 feet, and a functioning ASTM International Standard F1346-23 pool functioning ASTM International Standard F2208 pool alarm. Licensee provided documentation that the alarm meet ASTM standards. LPA observed a daily inspection log of Licensee’s drowning prevention safety features and safety equipment. Children's files were reviewed. Emergency information and required immunization records were on file. LPA observed a current roster and documentation that a fire drill is conducted at least once every six months. Last fire drill was conducted on 04/09/26 Licensee's immunization records are available in the facility file. Current EMSA pediatric CPR and First Aid certification was verified and expires 1/3/2028 and Child Care Provider Mandated Reporter certification was verified and expires 10/17/2027. L PA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA observed 15 min infant napping logs for infants 24 months and under. LPA observed copies of LIC 9227 Individual Sleeping Plan for infants under 12 months. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the Licensee Sandy Collier, confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS. In the areas that were evaluated, no deficiencies were cited during today’s inspection.
