What the inspector wrote

On 04/26/2023, Licensing Program Analysts (LPA) Erwin Tjhia met with Licensee, Graciela Garnica for the purpose of an unannounced annual inspection. There were 8 children present at the time of inspection. Licensee's assistant/husband was also present during the inspection. Licensee's facility open 24 hours everyday. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A health and safety inspection was conducted in all areas accessible to children. Off-limits areas include the bedroom, garage, and large shed . Off limit areas are being made inaccessible by closed locked doors. LPA observed the required postings and a working phone. 2A10BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors. LPA toured the kitchen area and verified knives and cleaners were inaccessible to children in care. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. Outdoor play space is fenced. LPA observed living room area with age appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Report Continue on 809-C LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Children's files were reviewed. LPA did not observed any records/documents for C1,C2 and C3 during today inspection. Licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu were observed by LPA. Licensee's Current in-person EMSA pediatric CPR and First Aid certification was verified and expires 05/2023. Licensee current Child Care Provider Mandated Reporter was verified and expired on 04/2023. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A Notice of Site Visit was provided and should remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CDSS.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request. Licensee's signature on this form acknowledges receipt of this form. Title 22 DEFICIENCIES and Civil Penalty were cited on the subsequent page LIC 809-D of this report. Appeals rights were discussed and printed. An exit interview was conducted. A Notice of Site Visit was posted.
