On 09/15/2023 at 9:45 AM, Licensing Program Analyst (LPA) Tiffanie Diep met with Director Lizbeth Arroyo for the purpose of an unannounced annual inspection, and Director guided LPA on a tour of the facility. LPA observed four staff supervising seven children. Facility days and hours of operation are Monday through Friday from 6:15 AM to 4:00 PM. LPA verified that annual fees are current. All individuals subject to a criminal record review have obtained a criminal record clearance. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection of the facility\342\200\231s interior and exterior was conducted. LPA reviewed the sign-in/out sheets and observed that children were properly signed in/out. LPA observed the required postings. LPA reviewed staffing ratios, first aid supplies, furniture, equipment, fire drills, and access to drinking water. LPA reviewed storage of refrigerated bottles which were properly dated and labeled with children\342\200\231s names. LPA observed cribs were available for each infant under 12 months old and cots were available for infants over 12 months old. LPA observed a changing table within arm\342\200\231s reach of the sink. LPA verified that hazardous items (disinfectants, cleaning solutions, etc.) were inaccessible to children in care. LPA observed both smoke and carbon monoxide detectors were functional. LPA observed adequate age-appropriate toys and equipment available for children. The outdoor play area was inspected. Continues on 809-C Continued from 809 (Page 2) Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every five years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA reviewed children\342\200\231s files and verified each child\342\200\231s file contained required documents, including a needs and services plan and emergency information. LPA reviewed staff\342\200\231s files and observed required documents, including health screening reports with TB clearance and required immunizations. LPA verified at least one staff member present has current pediatric CPR and first aid certification which expires on 09/25/2023. LPA verified all staff have current Mandated Reporter Training certificates. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed 15-minute napping logs for infants under 24 months and a copy of the Individual Sleeping Plan (LIC 9227) for infants under 12 months during the inspection. Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There were no deficiencies cited at this time. An exit interview was conducted and report was reviewed with the director, Lizbeth Arroyo. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
