What the inspector wrote

On February 19, 2026, Licensing Program Analyst (LPA) Stacey Williams conducted an unannounced annual random inspection and met with Facility Representative, Himabindu Nagabhirava. LIC (126) Entrance Checklist for Family Childcare Homes was provided and reviewed with Facility Representative. Licensee was not present during the inspection. Licensee was contacted via telephone and informed LPA that she would be out of town for two working days due to an emergency. LPA observed fourteen children supervised by Licensee\342\200\231s two Assistants. Facility hours of operation are from 8:30am -6:00 pm five days a week (Mon-Fri). Licenses does not provide overnight care. Facility fees were discussed. Criminal record clearances have been verified. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection was conducted in all areas accessible to children. Upon entry, LPA observed the posting of the facility license, Emergency Disaster Plan, Earthquake Preparedness Checklist and Notification of Parent Rights. The off-limits areas include: entire upstairs, downstairs bedroom and the garage . Off-limits areas will remain inaccessible to children by way of gate and closed doors. Continued on LIC809-C... Page 2... Licensee acknowledges that she must contact LPA prior to making an off-limits area on-limits and vice versa. Toys appear to be safe and in working order. Cleaning agents and detergents are made inaccessible to children. Poison, toxic and hazardous times are made inaccessible to children. Functioning smoke detector was observed in the home and meets Title 22 regulations. LPA observed a 3A-40BC fire extinguisher. Sharp utensils are inaccessible to children. Licensee understands that she must ensure the safety locks are not broken. Facility Representative stated that there are no weapons in the home. There are no bodies of water on the property. Facility Representative stated there is a rabbit in the house that remains in the cage. Facility Representative stated there rabbit does not interact with children in care. LPA observed a current roster and fire drill log. LPA reviewed children\342\200\231s files for the children enrolled which obtained all required documents. Current pediatric CPR and first aid training and immunization record were verified for Facility Representative. CPR expires 1/2027. Mandated Reporter Training was expired for Licensee and one of her Assistants that is present in the facility. Mandated Reporter training must be completed once every two years, and training is accessible at www.mandatedreporterca.com . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Facility Representative, Himabindu Nagabhirava confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS. Exit interview was conducted, and the report was reviewed with Facility Representative, Himabindu Nagabhirava. Appeal rights were provided. LPA Williams informed Facility Representative, Himabindu Nagabhirava that this report dated 2/19/2026 documents 1 Type-A citation which shall be posted for 30 consecutive days as there was immediate risk to the health, safety, or personal rights of children in care. LPA Williams informed the Facility Representative to provide a copy of this licensing report dated 2/19/2026 that documents any Type-A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given to Facility Representative, Himabindu Nagabhirava and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. In the areas that were evaluated, LPA Williams informed Facility Representative, Himabindu Nagabhirava that this report dated 2/19/2026 contains 1 Type A and 1 Type B citation for today\342\200\231s inspection.
