What the inspector wrote

On 04/02/25, Licensing Program Analyst (LPA) Elvira Sierra conducted an unannounced Case Management visit for the purpose of increasing capacity from 8 to 14 children and met with Licensee, Fe Grace Balmores. Fire Safety Inspection Clearance was granted on 03/20/25 for a total capacity of 14 children. Facility hours of operation are M-F from 07:30 a.m. to 06:00 p.m. all year-round with periodic break throughout the year. Upon arrival present in the facility was Licensee and her husband caring for two children. A health and safety inspection of all areas accessible to children was conducted and the following was observed. Home was observed clean and orderly. Off limits areas are: All Bedrooms (including bathroom inside master bedroom), Family Room, Kitchen, Garage front yard and Backyard. Licensee acknowledged that children may never enter these off-limit areas. Per licensee there are no weapons in the home and no bodies of water were observed. A functioning telephone, fire extinguisher (2A10BC), carbon monoxide and smoke detector were observed. Toys appear to be safe and age appropriate. Per licensee she will be using a park nearby for outdoor activities. LPA advised that 100% supervision is required in unfenced areas. Licensee understands that absences shall not exceed 20 percent of the hours that the facility is providing care per day. Licensees must notify the department anytime facility is closing for vacation or any other leave that requires to be absence more than 20 percent per day. Licensee understands that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes. Report continues subsequent page 809C\342\200\224 Capacity increase is approved as of today, 04/02/25. The facility is licensed to serve a MAX. CAP (WHEN THERE IS AN ASSISTANT PRESENT): 12 - NO MORE THAN 4 INFANTS. CAP 14 - NO MORE THAN 3 INFANTS. 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6. The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE, Fe Grace Balmores confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. In the areas that were evaluated, no deficiencies were observed at the time of the visit. Notice of Site Visit posted. Exit interview conducted and this report and Appeal of Rights were reviewed and provided to Licensee, Fe Grace Balmores.
