What the inspector wrote

On Wednesday, April 29, 2026, Licensing Program Analyst (LPA) Elvira Sierra met with the licensee, Fe Grace Balmores for the purpose of an unannounced annual inspection. Facility hours of operation are M-F from 05:30 AM. to 05:30 PM. Present in the facility was Licensees caring for three daycare children. Capacity specified on the license was met on today’s inspection. A health and safety inspection of all areas accessible to children was conducted and the following was observed. Home appears orderly and suitable for children. Off-limits areas include; All Bedrooms (including bathroom inside master bedroom), Family Room, Kitchen, Garage front yard and Backyard. The licensee acknowledges that she must contact LPA prior to making an off-limits area on-limits and vice versa and any new construction to the home. Home was observed clean and appropriately ventilated. LPA observed required Licensing postings by the main entrance of the home. Age-appropriate toys and reading material were observed in the daycare room. Hazardous cleaning compounds and medications were observed stored inaccessible to children. Functioning smoke/carbon monoxide detectors were observed in the home and met Title 22 regulations . LPA observed a 2-A-10BC fire extinguisher. There is a fireplace that is in the off limits area and is blocked. Licensee stated that children never go in the off limits areas. Licensee stated there is a weapon in the home. LPA verified that the weapon and ammunition are stored in separate locked boxes according to Title 22 regulations. No bodies of water were observed in the home. Per licensees none of their direct neighbors have a swimming pool or any type of bodies of water. F acility provides meals and transportation for clients if needed . Fire drills are conducted at least once every six months and are properly documented. Report continues on subsequent page LIC 809C page 2.. Page 2... Three children’s files were reviewed and are completed. Preventative health and current pediatric CPR and first aid was verified for Licensees. CPR expires on 03/20/27 . Licensees Mandated reporter training expires on 09/12/27. Licensees were advised that Mandated reporter Training must be completed once every two years, and training is accessible at www.mandatedreporterca.com Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/ safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA advised to follow manufacture use for infant equipment. Licensees were made aware of the (LIC9227) Individual Infant Sleeping Plan, for infants under 12 months and sleep logs for all infants under 24 months need to be maintained in children’s files. Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensees, Fe Grace Balmores confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
