What the inspector wrote

On April 21, 2026, at 10:35 AM Licensing Program Analysts (LPAs) Deborah Khashe and David Nguyen conducted an unannounced case management inspection at 561 Gold Street Manteca CA. 95336. The purpose of the inspection is to follow up on a clearance letter that was sent to the Licensee, Caroline Leyva. The purpose of the visit was explained to Licensee’s husband Joseph Leyva. During today’s inspection there were two (2) children present. Licensee representative was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. With permission from Joseph Leyva, LPAs Khashe and Nguyen toured the whole facility on-limits and off limit areas. During the tour there were no other adults in the home. During the exit interview, the Licensee representative, Joseph Leyva confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on evidence obtained during today's inspection, the LPA Khashe has verified that the individual is not present, employed, or residing at the facility.
