On 08/31/21 Licensing Program Analyst (LPA) Aruna Sridharan met with licensee Tere Rodriguez for a case management inspection. The purpose of today's inspection is for a change of capacity. The licensee has applied for a large family home day-care license. Today's census is 2 preschoolers and 2 infants. All adult individuals subject to criminal background review have obtained a criminal record clearance and are cleared through the department. Licensee stated there are no new residents in the home since licensure. During today's inspection, LPA conducted a virtual tour of all areas of the home accessible to children in care with the Licensee. The facility is a single story home with an open front yard and a completely fenced in backyard. The daycare is operated in the living and dining area. Off-limit areas include: two bedrooms, garage and two gated backyards one at the side of the backyard and the other behind the outdoor play area. Licensee acknowledged that children may never enter these off-limit areas. During today's inspection LPA discussed large family child care home capacity limitations with licensee. Fire clearance has been approved by the Stockton Fire Department on 07/21/2021. LPA observed cleaning supplies and medications to be properly stored out of reach of children. Licensee stated there are no weapons in the home. LPA observed a fire extinguisher, smoke detector, and carbon monoxide that meet the regulations. Licensee understands children must have 100% supervision in unfenced areas. LPA advised licensee that baby walkers, bouncers, jumpers, and similar items are not allowed in Family Child Care Homes. LPA observed all required postings were posted, last fire drill logged for 8/01/21 and current roster. LPA reviewed all childrens file and licensee's file. Childrens files did not have PM 286 and a technical violation was issued. LPA discussed the infant sleep regulations with licensee. LPA discussed the requirement to check and log infant napping every 15 minutes for infants 24 months and under. In addition LPA discussed the infant sleep plan. LPA discussed the requirement for all infants 12 months and under to have a completed copy of LIC 9227 in the child's file. LPA provided a copy of LIC 9227 for licensee during today's inspection. Report Continues on 809-C... The backyard is fully fenced in with play equipment and toys for children in care. LPA discussed with licensee that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes. LPA observed a current CPR/First Aid certificate valid until 02/2023. LPA advised licensee to visit the licensing website at http://www.ccld.ca.gov for current forms, laws, regulations and legislation. LPA discussed the Mandated Reporter Training with licensee and reminded licensee of the requirement to renew their training every two years. Volunteers are encouraged but not required to take the training. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/ . The licensee and staff could not retrieve proof of completion. A technical violation was issued. Licensee plans on providing Incidental Medical Services (IMS) policy, which was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed licensing requirements, including SB 277 (no longer accepting religious beliefs for immunization's) and SB 792 pertaining to immunization requirements for staff. LPA checked facilities fees and confirmed that it is up to date. Effective today 08/31/2021, LPA is granting a large family child care license to serve 12 children (when there is an assistant present) with no more than 4 infants OR capacity of 14 children when, 1 child is enrolled in Transitional kindergarten or above and 1 child at least age 6 with a maximum of 3 infants. Infants are children under the age of 2 years old.
