What the inspector wrote

On October 27, 2023, Licensing Program Analyst (LPA) Stacey Williams met with Facility Representative, Tanisha Fairley for an unannounced 1 Year inspection. LPA toured the facility including all activity and classroom spaces, restrooms, food service and outdoor play areas. Today\342\200\231s census included 5 children being supervised by 3 staff (3 infants, 2 toddlers). The facility has a toddler option with the licensure. Facility Representative was reminded never to exceed the conditions, limitations and capacity specified on the license. There is a waiver on file associated to the facility regarding outdoor space. The facility hours of operation are Monday through Friday, 7:30AM- 4:00PM. The Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA observed that all classrooms appeared clean including the carpets and floor. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. LPA observed a functional carbon monoxide detector. Chemicals and cleaning materials were kept inaccessible to children. The food preparation space is free of litter and all food was protected against contamination. Trash cans have tight fitting lids. Medications are stored in an area inaccessible to children. Infant changing stations were observed clean with essential supplies to clean and disinfect the changing area. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food was protected against contamination. LPA observed that storage containers for solid waste and diaper disposal have tight-fitting covers. Parents provide infant's bottles and cups. Bottles are sent home with parents daily. Per facility representative formula is provided by parents. Facility representative stated that toddler blankets are sent home to be washed at the end of each week. Infant sheets are washed weekly. ... Continued from LIC 809...... The Facility Representative stated there are no poisons, bodies of water, or weapons on the premises. Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. Shade was provided to children via trees. Drinking water was readily available to children both indoors and outdoors by way of bottled water. Menus were posted for all meals provided (breakfast, snack and lunch). LPA observed the appropriate postings were visible to parents. LPA observed a current children's roster and fire drill; the last drill was conducted 10/2023. During this inspection, LPA observed that the facility is equipped with First Aid equipment. LPA observed sign in sheets are done electronically. During today\342\200\231s visit, staff and children\342\200\231s files were reviewed. LPA observed current immunization records, documentation of the educational background, training, and/or experience and Mandated Reporter training certificates. It was observed that at least one staff member present today has current Pediatric CPR and First Aid certification (expires: 4/2025). Each child's file contained appropriate documentation: emergency card, consent for emergency medical treatment and notifications of children\342\200\231s and parent\342\200\231s rights, health history, physician's report and immunization records. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. ... Continued from LIC 809......
