What the inspector wrote

Licensing Program Analysts (LPAs) Christopher Jackson and Elvira Sierra met with Licensee, Raheel Beenish for the purpose of an unannounced annual inspection. There were eight children present at the time of inspection, ages 1, 1.5, 1.9, 2, 2, 4, 4, and 5. Licensee's operating hours are Monday through Friday from 6:00 AM. to 6:00 PM. Also present was licensee's husband during today's inspection. All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A health and safety inspection was conducted inside and out. The home has two story's. The downstairs consists of a front playroom, bathroom, bedroom, kitchen and family room. The off-limits area in the home are the entire second floor, laundry room, pool area and garage. LPAs discussed off limit areas must remain off limits via closed door or supervision. There is an in ground pool on the premises. LPAs observed the mesh fencing to be torn and worn causing access into the pool area. LPAs discussed the fencing requirement with the licensee during today's inspection. The licensee said, they will keep the children out of the area and purchase new materials to repair the worn section. LPAs conducted a health and safety tour of all areas of the home. LPAs verified toxic and hazardous items were inaccessible to children in care. Report continues 809-C. Functioning smoke and carbon monoxide detectors were observed. LPA observed cleaners store and mad inaccessible to children in care. The fireplace is screened. 2A10BC fire extinguisher and first aid kit were observed. Applicant said there are no weapons in the home. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPAs discussed the requirement to check and log infant napping every 15 minutes, for infants under 24 months. LPAs discussed and provided a copy of LIC 9227 Individual Sleeping Plan, for infants under 12 months. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs observed Emergency information and some immunization records. LPAs observed one file missing proof of immunization records on file.mLPA did not observe documentation that a fire drill is conducted at least once every six months. Licensee's immunization records are available in the facility file. Current EMSA pediatric CPR and First Aid certification was verified and expires 10/2023 and Child Care Provider Mandated Reporter certification was verified and expires 01/2023. LPAs discussed the requirement to renew the Mandated Reporter Training every two years with licensee. Upon receipt of Type A citations, facility shall post and provide copies of the LIC 809D for parents/guardians of children currently in care and for parents/guardians of newly enrolled children for the next 12 months. Facility must also keep the signed LIC 9224, Acknowledging Receipt of Licensing Reports LIC 809D in each child's files Exit interview conducted and report was reviewed with the licensee's. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
