What the inspector wrote
On 3/16/23, Licensing Program Analyst (LPA) Corina Beckby met with licensee, Rosa Castro, for the purpose of an unannounced annual inspection. Licensee, licensee’s husband, 2 sons, and 5 day care children were present during the inspection. (Ages: 3, 2, 8, 8, & 1.5 years old). Facility hours of operation are Monday through Friday 23 hours a day 7 days a week. Licensee has also applied to change from a Small Family Child Care Home to a Large Family Child Care Home. Fire clearance was granted by West Sacramento Fire Department on 2/27/2023. LPA verified the annual fees are current.
Licensee stated there are no new residents in the home. All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children and toured the one story, 3-bedroom, 1.5 bathroom home. At time of inspection, licensee requested another bedroom change from “off limits” status to “on limits” status. LPA toured the room and did not observe weapons, sharp objects, hazardous or personal hygiene items accessible to children.
Off-limits areas include 1 bedroom, garage and shed in backyard.
Off limit areas are being made inaccessible by closed doors with safety knobs. Licensee acknowledged that children may never enter these off-limit areas. LPA observed the required postings and a working phone and fire extinguisher. LPA observed a dual smoke and carbon monoxide detector, and verified it was functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. Licensee stated there are no weapons.

LPAs observed cleaning supplies and medications properly stored in the hall closet with baby proof locks, out of reach of children. LPA observed living room area with age appropriate toys for children. The backyard is fenced, and there were no bodies of water on the property, there is also a shed with a pad lock in the backyard.
The left side of the fence has a few boards missing from the severe weather the area experienced. The back yard is off limits until the boards are fixed. Licensee will send LPA pictures of fence when it’s properly fixed.
Licensee understands that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes

5 Children's files were reviewed. Emergency information and required immunization records were on file. LPA observed a current roster and documentation that a fire drill is conducted at least once every six months. Licensee's immunization records are available in the facility file. Current EMSA pediatric CPR and First Aid certification was verified and expires on 3/4/25. Licensee has current Mandated Reporter Training Certificate that expires 6/13/25 and understands Mandated Reporter Training must be completed every two years starting January 1, 2018 and retain proof of completion in the facility file. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA discussed the requirement to check and log infant napping every 15 minutes for infants under 24 months. LPA provided a copy of the LIC 9227, Individual Sleeping Plan, to be completed for infants under 12 months.
LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

As of today's date, 3/16/2023, LPA Beckby approved the extra bedroom to become "on-limits" and will change the license to reflect the change.

An exit interview was conducted, and report was reviewed with the licensee, Rosa Castro. A copy of this report will remain on file for a period of three years for public review upon request. Licensee's signature on this form acknowledges receipt of this form. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
Effective today 03/16/2023, facility is approved for a Large Family Child Care License to serve 12 children (when there is an assistant present) with no more than 4 infants, or capacity of 14 children when 1 child is enrolled in Transitional Kindergarten or above and 1 child at least age 6 with a maximum of 3 infants. Without assistant, the ratios revert to those for small family childcare home.
