What the inspector wrote

On 04/17/25, Licensing Program Analysts (LPAs) Elvira Sierra and Stacey Williams met with Director, Ivy Stinson for the purpose of an unannounced annual inspection. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Census included three children supervised by one staff. Facility is a combination center of infant, preschool and school age children. The infant program uses classroom #1 only. Facility hour of operation are Monday through Friday 07:30AM to 05:30PM. LPAs toured the facility including all activity and classroom spaces, restrooms, food service, and outdoor play areas. Toxic and hazardous items are inaccessible to children. Age-appropriate furniture and play equipment were observed to be in good repair. Infant changing stations were observed clean with essential supplies to clean and disinfect the changing area. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food was protected against contamination. LPAs observed that storage containers for solid waste and diaper disposal have tight-fitting covers. Per facility representative infants are in solids and facility provide meals. Facility representative stated that infant's blankets are wash after every use and are provided by the center. Menus are posted by the main entrance outside the classroom and drinking water was readily available to children both indoors and outdoors via water fountain and pitcher and disposable cups. LPAs reviewed signing in/out sheets. LPAs observed the infant's Needs and Services Plans are current and also reviewed sleeping logs. LPAs observed functioning fire extinguisher, carbon monoxide/smoke detectors and two 2A10BC fire extinguisher. Outdoor play are is fenced for supervision. Playground equipment and surfaces were observed free of any hazards. One staff and three children's records were reviewed and are complete containing required licensing forms. At least one staff member present today has current Pediatric CPR and First Aid certification. Fire Drills are conducted every other month are properly documented. Report continues on subsequent page 809C-- Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.Testing Expiration Date: Lead Testing documents will be provided via email to LPA. According to documents provided on today's visit Lead testing in Water was done in 2022. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
