What the inspector wrote

On July 25, 2024, Licensing Program Analyst (LPA), Stacey Williams, met with Facility Representative, Melanie Sandoval- Flores for an unannounced annual inspection. Program operates M-F from 6:30 am to 6:30 pm. LPA observed four infant classrooms. Two of which were toddler classrooms. Total census observed was thirty-three children supervised by 9 staff. The facility operates an infant program with a toddler component. There is a shared space outdoor waiver on file. Criminal record clearances were verified. Facility was toured indoors and outdoors and inspected for Health and Safety hazards. Classrooms have age-appropriate toys and equipment that are in good repair. Cubbies are located inside the classrooms. The facility has age-appropriate furniture and equipment including cibs, cots/mats. Parents take blankets home to wash every Friday. Children's toilets and sinks are appropriate in size and height for children. Restrooms are maintained in good repair and with adequate supplies. Solid waste vessels, including moveable bins, have tight-fitting covers and are in good repair. Bottles/cups are labeled. Cleaning products and Toxins are inaccessible to children. Facility has a functioning carbon monoxide and smoke detector. The playground equipment is in good repair. Water is readily available both indoors and outdoors by water jugs. Sign in/out is done electronically. Program provides breakfast, lunch, morning/ afternoon, and evening snack. Child and staff files were reviewed. Child files contained the required documentation by regulation. Sleep logs are updated daily and maintained in a separate file. Infant Needs and Service Plans were reviewed. Infant Needs and Service plans are not updated for infants/toddlers in care. Facility utilizes an "Infant Care/Feeding Plan" that is completed and signed at enrollment, however updates to the plan were not seen in the infant/toddler files reviewed. Mandated Reporter Training is current in staff files that were reviewed. Mandated Reporter Training is to be completed every two years and can be accessed at www.mandatedreporterca.com . CPR/First Aid certification was reviewed. Expiration date is 2/2025 for the Assistant Administrator. Immunization records were reviewed for staff files. Two out of eight files reviewed did not have MMR immunization records on file. LPA reviewed the Department's inspection authority and discussed with staff any changes that may occur regarding Director/Site Supervisor or an employee acting in the director's absence must be reported to department within 10 working days. Report continues on LIC 809C--- Page 2.... Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. This facility provides Incidental Medical Services. Facility has an Incidental Medial Service Plan on file. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Title 22 deficiencies were observed during this inspection and will be cited on subsequent page, LIC 809D. LPA reviewed report with the Facility Representative, Melanie Sandoval- Flores and provided copies of the report along with Appeal Rights. A notice of site visit was provided and posted by LPA Williams and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
