What the inspector wrote

On August 15, 2024, Licensing Program Analyst (LPA) Stacey Williams met with Facility Representative Melanie Sandoval-Flores for the purpose of initiating a complaint investigation. LPA and Facility Representative toured the facility. LPA observed (28) twenty-eight napping infants/toddlers supervised by 6 staff. While touring the facility, LPA and Facility Representative entered four classrooms occupied by infants and toddlers. Three of the four classrooms had a thermostat reading under the 68-degree F minimum regulatory guidelines for classrooms. Thermostat was marked as 67 degrees F for infant classroom #2, 66 degrees F for Toddler classroom #1, and 65 degrees F for Toddler classroom #2. Facility Representative stated that maintenance is conducted on the HVAC system twice a year. Based on the information received, the allegation is substantiated. Title 22 deficiencies will be cited on subsequent page, LIC 9099D. LPA reviewed report with the Facility Representative, Melanie Sandoval- Flores and provided copies of the report along with Appeal Rights. A notice of site visit was provided and posted by LPA Williams and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

    (a) A comfortable temperature for children shall be maintained at all times.(1) The licensee shall maintain the temperature in rooms that children occupy between a minimum of 68 degrees F (20 degrees C) and a maximum of 85 degrees F (30 degrees C). This requirement was not met as evidenced by: LPA and Facility Representative toured infant/toddler classrooms and observed 3 out of 4 classrooms had a thermostat reading under the 68-degree F minimum regulatory guidelines for classrooms. Ths is a potential risk to the health and safety of children in care.
