What the inspector wrote

On 12/08/2023 at 10:00 AM, Licensing Program Analyst (LPA) Tiffanie Diep met with Licensee Jennifer Grasso for the purpose of a case management inspection to increase the facility\342\200\231s capacity from a small Family Child Care Home to a large Family Child Care Home, and Licensee guided LPA on a tour of the home. A fire clearance was granted by Manteca Fire Department on 11/30/2023. Licensee provided proof of control of property. LPA observed five children present in the home with Licensee and their adult child/assistant. Licensee's operating hours are Monday through Friday from 6:30 AM to 5:30 PM. LPA verified that annual fees are current. All individuals subject to a criminal record review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of five days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continues on 809-C Continued from 809 (Page 2) LPA conducted an inspection of the home\342\200\231s interior and exterior in all areas accessible to children. The off-limits areas in the home include the first bedroom to the left of the bathroom, laundry room, master bedroom/bathroom, office, garage, backyard shop, and area to the right of the backyard shop behind the wooden fence. Licensee acknowledged that children may never enter the off-limits areas. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed a restroom and verified that toxic and hazardous items were inaccessible to children in care. LPA observed cleaners stored underneath the kitchen sink and inaccessible to children in care. LPA observed the living room with age-appropriate toys for children. Licensee stated there are weapons in the home. LPA verified that weapons and ammunition were stored in separate locked safes. LPA observed a space heater in the home that was designed to look like a fireplace. Licensee stated the front panel does not get hot. LPA observed Licensee touch the front panel. LPA did not observe bodies of water on the premises. A license for a large Family Child Care Home is granted effective today, December 8, 2023. The facility is approved to serve a capacity of 12 children (when there is an assistant present) with no more than 4 infants, or up to 14 children with no more than 3 infants, 1 child enrolled in transitional kindergarten or above, and 1 child at least age 6. Infants are children under the age of 2. Without an assistant present, Licensee must follow regulations for a small Family Child Care Home. There were no deficiencies cited at this time. An exit interview was conducted and report was reviewed with the licensee, Jennifer Grasso. During the exit interview, Licensee confirmed that there are no registered sex offenders (RSO) living in the facility and LPA completed the RSO profile in the Field Automation System. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
