What the inspector wrote

Deborah Carranza is a Spanish speaking Licensee. Licensing Program Analyst (LPA) Elizabeth Santiago spoke with Licensee in Spanish and translated the conversation to English below. Licensing Program Analyst Elizabeth Santiago (LPA) met with Licensee, Deborah Carranza for the purpose of an unannounced annual inspection. There were 17 (including 2 infants) children present at the start of inspection and 1 adult assistant present and licensee's children. Licensee's operating hours are Monday through Saturday 6 AM to 6 PM. LPA verified all fees are current. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection were conducted in all areas accessible to children. Off-limits areas include master bed/bath, bedroom #3, backyard. LPA observed the required postings and a working phone. 2A10BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors, and verified they were both functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed play room area with age appropriate toys for children. There are 3 pets in the home. Continues on LIC809-C...... ........Continued from LIC-809........(Page 2) LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated there are no weapons in the home. Front outdoor play area is fenced. The off limit area/backyard has an in-ground pool area that is fenced per Title 22 regulations and LPA observed the gate to self-close and self-latch. There are no windows or doors that provide direct access into the pool area. LPA also discussed and provided copy of HSC 1596.814 Swimming Pool Safety. LPA also observed a labeled United States Coast Guard life ring, a rescue pole with a body hook and minimum fixed length of 12 feet, and a functioning ASTM International functioning ASTM International Standard F2208 pool alarm. LPA discussed a daily inspection log of Licensee’s drowning prevention safety features and safety equipment Children's files were reviewed. Emergency information and required immunization records were on file. LPA discussed both current roster and documentation that a fire drill must be conducted at least once every six months. Licensee's immunization records are available in the facility file. Current EMSA pediatric CPR and First Aid certification was verified and expires on 01/10/2027 and Child Care Provider Mandated Reporter certification was verified and expires on 01/03/2027. Licensee does not carry liability insurance; Liability insurance waiver was observed in children’s files. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the requirement to check and log infant napping every 15 minutes. LPA discussed copies of LIC 9227 Individual Sleeping Plan for infants under 12 months. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Deborah Carranza, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Also, LPA informed the licensee to provide a copy of this licensing report dated that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
