What the inspector wrote

On March 25, 2025, Licensing Program Analysts (LPAs) Stacey Williams and Elvira Sierra met with Facility Representative, Friba Lutfi for the purpose of an unannounced annual random inspection. Facility representative was reminded never to exceed the conditions, limitations and capacity specified on the license. Hours of operation are Monday - Friday from 6:30a.m. to 6:30 p.m. Facility has a single license with a preschool and infant and toddler component. Facility has a central print and shared outdoor space waiver on file. All staff present on today's inspection have criminal record clearances on file. Present at the facility were forty-eight (48) children and (14) fourteen staff members. LPAs conducted a health and safety inspection in all areas accessible to children and the following was observed: Appropriate ratio and care and supervision were observed during today's inspection. Classrooms are adequately ventilated/heated. LPAs observed age-appropriate toys and equipment that are in good repair. Toxic and hazardous items were inaccessible to children. Food preparation space was observed and in sanitary condition. LPAs observed functioning carbon/monoxide detectors and a 2A10BC fire extinguisher. Per facility representative there are no poisons on the premises and no bodies of water were observed. The floors appeared clean throughout the facility. Toileting facilities were observed in safe, sanitary, and operating condition. First Aid Kit and Emergency supplies are available and stored inaccessible to children. Facility Representative stated there are children enrolled that require medication. Report continues on LIC 809C… Page 2... Page 2…. Outdoor activity space surface is maintained in a safe condition and is free of hazards. There are no bodies of water on the premises. There are shaded areas supplied by trees and a shade structure located on the preschool yard. Gazebos are available for the toddler and infant yards. Drinking water is readily available indoor and outdoor by water fountain, igloo and disposable cups. Facility provides breakfast, lunch and afternoon snack. Formula, baby food and diapers are provided for infants in care. All required postings and menus were posted. Last fire/emergency disaster drill was conducted 3/2025. Child files were reviewed. Each child’s file included information pertaining to their authorized representative, consent for medical treatment, immunization records, and a medical assessment form, quarterly reports and sleep logs for infants in care. Files for staff who were present at the facility were reviewed. Files contained required documents. Mandated Reporter Training was discussed and is current. Mandated Reporter training must be completed once every two years, and training is accessible at www.mandatedreporterca.com . Health screening report, immunization records, and documentation of their educational background, training, and/or experience was verified in files. CPR/ First Aid certification was verified for staff present. Director has a CPR/First Aid certification with an expiration date of 2/2026. Facility utilizes electronic sign in/out via Hubbe system. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Testing Expiration Date: _12/22/2027____. Report continues on LIC 809C… Page 4… Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
