What the inspector wrote

On 1/30/26, Licensing Program Analyst (LPA) Sarah Tibbett and Licensing Program Manager (LPM) Bettina Engleman, met with Licensee Melissa Torres, for the purpose of an unannounced annual inspection. There were 10 children present at the time of inspection. Licensee's husband arrived during the inspection. Licensee's operating hours are Monday through Friday from 7:00 AM. to 5:00 PM. LPA verified the annual fees are current. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection of the home\342\200\231s interior and exterior was conducted in all areas accessible to children. The off-limits areas in the home include all bedrooms, garage, all closets, and the left side yard. LPA observed the required postings and a working phone. LPA observed a 2A10BC fire extinguisher that meets regulations and observed dual smoke and carbon monoxide detectors. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA observed a restroom and discussed making sure toxic and hazardous items were inaccessible to children in care. LPA observed age-appropriate toys for children. LPA observed a fireplace that was barricaded. Licensee stated there are no weapons in the home. LPA walked the perimeter of the outdoor area during inspection and verified that the entire area is fenced in. LPA did not observe bodies of water on the premises. Report continues 809-C... LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. In addition, LPA discussed the infant sleep regulations with licensee. LPA discussed the requirement to check and log infant napping every 15 minutes for infants 24 months and under. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Children's files were reviewed. Emergency information and required immunization records were on file. Current in-person EMSA pediatric CPR and First Aid certification was verified and expires 10/26/2026 and Child Care Provider Mandated Reporter certification was verified and expires 4/04/2027. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Report continues on 809-C... Licensee Melissa Torres confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee Melissa Torres. Appeal rights were provided and a Notice of Site Visit was posted by the LPA. Failure to comply with posting requirements will result in an immediate civil penalty of $100. LPA Tibbett informed Licensee Melissa Torres that this report dated 1/30/2026 documents 1 Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Tibbett informed the licensee to provide a copy of this licensing report dated 1/30.2026 that documents any Type-A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
