What the inspector wrote

On 10/28/25, Licensing Program Analyst (LPA) Carla Polanco Rivera conducted a Case Management visit for the purpose of increasing the licensed capacity of the FCCH from 8 to 14 children. LPA met with Licensee Yeny Perez. Fire safety Inspection Clearance was granted on 10/13/25, for a total capacity of (14) children. Facility hours of operation are Monday through Sunday, 24 hours per day. All individuals subject to criminal background review have obtained a criminal record clearance. At the time of the inspection there were six children being supervised by the Licensee. A health and safety inspection was conducted in all areas accessible to children. Off-limits areas in the FCCH include the garage, the bedrooms and the pool. LPA observed that hazardous items were inaccessible to children in care. LPA observed age-appropriate toys and napping equipment. Licensee stated there are no weapons in the home. Home has a working telephone, 2A10BC fire extinguisher and functioning smoke and carbon monoxide detectors. Licensee owns the home, control of property was provided prior to the visit. Licensee's current EMSA pediatric CPR and First Aid certification was verified and expires 1/2026 . Current Child Care Provider Mandated Reporter certification was observed and expires 03/2026 . During the inspection LPA reviewed large family childcare home capacity limitations with licensee and a capacity roster form was provided to Licensee. Outdoor play space is fenced. The backyard has an in-ground pool that is fenced per Title 22 regulations. LPA conducted a safety inspection for the in-ground pool. LPA observed the gate to self-close and self-latch. LPA observed the fence surrounding the entirety of the pool to be at least 5 feet in height. LPA observed Licensee test the pool water sensor/alarm and verified that the alarm is ASTM compliant and is functional. Report continued on LIC809C............ LPA observed a life ring with a minimum exterior diameter of 17 inches that was labeled as approved by the United States Coast Guard. LPA observed a rescue pole with a body hook with a fixed length of 12 feet. In addition, documentation of daily inspections of drowning prevention safety features and safety equipment BEFORE opening the facility was observed. Applicant understands that a log of inspections must be maintained made available to the department upon request. Licensee's were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Effective today, 10/28/25, Licensee is approved for a Large Family Child Care Home, with a maximum capacity of 14 children, one (1) of which must be enrolled in Kindergarten and at least one (1) 6 years of age and no more than three (3) may be infants; or 12 children, four (4) of which may be infants. Infants are children under the age of 2. Licensee understands that when there is no assistant present, facility shall revert to that of a small family child care home. An exit interview was conducted, and the report was reviewed with the licensee. A notice of site visit was provided and posted by LPA and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. In the areas evaluated, no deficiencies were cited during today's visit.
