What the inspector wrote
On September 10, 2025, Licensing Program Analyst (LPA) Deborah Khashe met with Licensee Dawna Kirn for the purpose of a Licensee initiated, Change of Capacity, to change the capacity from. There were 4 children present at the time of inspection. Licensee’s operating hours are Monday through Sunday from 6 AM to 11PM with an option for overnight care.
Licensee, Dawna Kirn was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in the Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
A health and safety inspection was conducted inside and out. The one story home has 3 bedrooms and 2 bathrooms. The off-limits areas in the home include the master bedroom, master bathroom, laundry room, garage, and the 2 backyard side areas. Off-limits areas will remain inaccessible to children by a closed door, door knob covers, baby gates and/ or baby latches. Licensee understands that if they want to make any off-limit area an ON-limits area, they must notify licensing and LPA must do an inspection BEFORE children are allowed in the area. Outdoor play area was toured. There are no bodies of water on the premises and no weapons. LPA verified toxic and hazardous items were inaccessible to children in care. Functioning smoke and carbon monoxide detectors were observed. 2A10BC fire extinguisher and first aid kit were observed.

LPA conducted record reviews during the inspection. Four children's, Licensee's, and staff's files were reviewed. LPA discussed mandated reporter training with the Licensee. Licensee understands Mandated Reporter Training is to be completed every two years. Mandated reporter training can be accessed at

. CPR/First Aid certification was reviewed for Licensee. Certification expiration date is 3/2026 LPA observed fire drills were conducted at least once every six months and documented.
This facility does not provide Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In addition, LPA discussed the infant sleep regulations with licensee. LPA observed 15 min infant napping logs for infants 24 months and under. LPA observed the LIC 9227 Individual Sleeping Plan, for infants under 12 months, for licensee during today's inspection.
On this date, 09/08/25, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Effective today 9/10/2025, applicant is approved for Small Family Child Care Home license for a capacity of 6 children with no more than 3 infants, or 4 infants only, or up to 8 children with no more than 2 infants, 1 child in Transitional Kindergarten or above and 1 child at least age 6. Infants are children under the age of 2.
In the areas that were evaluated, no deficiencies were cited during today’s inspection.
